General Public - GJob DutiesThe Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as a Procurement Manager in our Administrative Services Division (ASD) – Field Procurement. This advanced level professional will provide technical consulting assistance, training, guidance and recommendations to District procurement personnel for procurement operations. Manage and direct procurement programs to include goods and non-professional services. Assist and advise in the direction and management of procurement programs to include commodities, non-professional services and capital outlay construction services. Assist as a procurement advisor for all procurement issues, including application of law, policies, procedures and delegated authority. Assess procurement training needs of the District. Research and provide written and verbal analysis of procurement best practices. This position is located in Bristol, Virginia.This challenging and rewarding position’s specific responsibilities and duties will include, but are not limited to:Analyze procurement program activities related to organizational structure, staffing systems, manual and automated processes, documentation.Develop procurement review reports and conduct exit interviews.Develop, coordinate and conduct technically oriented training in procurement-related fields. Update training based on changes to the Virginia Public Procurement Act and VDOT Procurement and Surplus Property Manual.Advise and respond to requests for professional assistance and consultation related to procurement, policies, procedures, and practices.Recommend increases, suspensions, or revocations of delegated authority.Promote, seek and encourage increased participation in VDOT's SWAM Plan and initiatives. Identify statewide needs and cost saving opportunities.Develop guidelines for operational efficiencies that promote best purchasing practices.Provide in-depth analysis and impact assessments of procurement procedures to improve and enhance statewide procedures.Provide procurement and contracting services to the assigned locations. Provide leadership in the development of e-procurement initiatives for the procurement staff. Recommend operating procedures, long-range goals, and objectives for the procurement and contracting program, while ensuring compliance with state laws, regulations, and department policy.Develop and coordinate the dissemination of contract administration policies, procedures, and techniques to all users. Analyze feedback on all contracts and contract administration policies, procedures and techniques, and effects change determined to be needed and or provides data to others who will effect change.Ensure that proper procurement procedures and controls are in place and measures the effectiveness of policies and procedures in meeting business goals and customer needs. Ensure training policies are met and address specific training needs as they occur.Provide quality service and support to all internal and external customers and ensure that acknowledgement of all requests is made within 24 hours of each request.Advise and instruct managers within assigned location on procurement issues including dispute avoidance and resolution.VDOT employees serve the citizens of the Commonwealth and travelling public daily through our mission to plan, deliver, operate and maintain a transportation system that is safe, moves people and goods, enhances the economy, and improves quality of life. Our culture includes teamwork, transparency, nimble learning, creativity and collaboration that values differences.Minimum QualificationsExperience supervising and training staffExperience using automated procurement systems, e-commerce and e-procurementAbility to obtain and maintain Virginia Contracting Officer (VCO) certificationSkill in the use of computers and software applicationsProject management and process improvement experienceAbility to obtain one of the following certifications: Certified Public Procurement Officer (CPPO), Certified Public Procurement Buyer (CPPB) or Certified Professional Purchasing Manager (CPM)Experience in procurement and material management related operationsAbility to communicate effectively orally and in writingKnowledge of federal, state, local procurement laws, regulations, administration, and organizationAbility to analyze and evaluate highly complex procurementsAdditional ConsiderationsPossession of Virginia Contracting Officer certificationPossession of CPPO, CPPB or CPM CertificationExperience in project management and process improvement and evaluation techniquesA combination of training, experience, or education in Business Administration, Public Administration or related field desiredManagement of procurement operations and staff in a large, diverse organizationPrior experience and demonstrated ability to deal effectively with administrative officials and vendors
