GENERAL DESCRIPTION

Reporting to the Director of Planning, the Senior Manager of Project Controls is responsible for tracking and reporting overall project schedules, cost estimates, status, and budget for HCAA’s Capital Improvement Program (CIP) and Master Plan projects throughout those projects’ life cycles. In addition, the Senior Manager of Project Controls will assist the Project Directors in their overall project management role by providing cost and schedule control support and reporting mechanisms.

ESSENTIAL FUNCTIONS

Work with the Planning, Design, and Construction teams, including Project Directors, to ensure project cost estimates and schedules are updated regularly and accurately based on the status of each project.

Cost Estimating:

Experience in cost engineering functions, including reviewing cost estimates for errors and completeness, cost controls, and reporting.

Experience establishing criteria for cost estimating and reporting at all points in the project life cycle, from planning to construction.

Strong understanding of financial principles, cost estimation, and budgeting.

Analyze cost data, identify trends, and recommend adjustments.

Project Schedules:

Review complex project schedules, schedule logic and provide comments/update as necessary.

Being meticulous helps to spot potential delays, analyze and respond promptly.

Experience using scheduling tools such as Microsoft Project, Primavera P6.

Proficient in using Windows and Microsoft Office software (Word, Excel, Project, PowerPoint, and Outlook).

Excellent organizational abilities are crucial for schedulers to manage multiple tasks and projects simultaneously.

Project Management:

Lead project review status meetings.

Assist Project Directors and Project Managers with project management and reporting activities.

Experience using Project Management Information Systems, such as Kahua or others.

Identify improvements and enhancements to project reporting by incorporating industry best practices.

A good understanding of project “health” KPIs and analytics, including the ability to derive data from project schedules, progress payments, and other data.

Develop standardized project control processes, document control processes, reporting systems, and tools to improve project execution and reporting accuracy.

Demonstrated leadership skills and experience performing project control functions.

Skilled in oral and written communication, with the ability to present project control information to management and project team members, including report development for senior leadership.

Capability and flexibility to handle multiple tasks in restricted timeframes to support project goals.

REQUIRED FOR ALL HCAA JOBS

In the event of an emergency or disaster that impacts the Hillsborough County Aviation Authority (HCAA), an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department or the HCAA Emergency Operations Center (EOC). Such assignments may be before, during, or after the emergency/disaster.

Complies with all HCAA Policies, Procedures, and Standards.

Performs other duties as assigned.

COMPENSATION

$135,000-$145,000 based on experience

QUALIFICATIONS (EDUCATION, EXPERIENCE, LICENSES & CERTIFICATIONS)

A minimum of 10 years of experience in Project Controls.

BS in Engineering, Construction Sciences, Business Administration, or related area knowledge of cost estimating strategies and methodologies for large-scale construction projects with equivalent years of experience within the industry.

KNOWLEDGE, SKILLS, AND ABILITIES

Ability to work effectively with others.

Ability to plan, organize, and facilitate programs efficiently following time, budget, and quality expectations.

Extensive knowledge of project management methods and practices.

Apply sound and creative problem-solving techniques to resolve program challenges.

Understand, interpret, and respond to internal and external customer needs and expectations.

Manage, direct, and evaluate the work of consultants, contractors, stakeholders, and staff.

Considerable knowledge of Authority policies and procedures.

Considerable knowledge of Authority fiscal and budgeting policies.

Knowledge of engineering, procurement, contracts, and construction project controls field.

Strong people skills, exceptional leadership, and solid oral and written communication skills.
