Worldwide Counter Threat Solutions (WCTS) is seeking a Senior Strategy Analyst to support the United States Fleet Forces (USFF) Headquarters and ensure Fleet Leadership receives accurate and timely analytical services to enable Fleet readiness production in support of operational requirements to include: strategic planning, engagement and communications, risk identification, assessment, analysis, associated mitigation strategy development programs and ultimately the needs of Fleet Operating Forces.

Responsibilities include the following:Provide technical expertise, advanced data analytics, quantitative and qualitative research, executive communication products, and process improvement support to the Fleet Strategy and Analysis Division; specifically, in the areas of strategic planning, communications, and congressional analysis as they relate to USFF programs.Produce 4-star/executive-level Microsoft PowerPoint briefs/templates and Microsoft Excel graphs/charts to communicate the Commander’s vision and guidance.Create executive-level communication material (e.g., technical briefings and external stakeholder briefs, proceeding documents, executive talking points of ongoing requirements, briefs and/or products required to support flag-level synchronization events, etc.).Execute plans and communication products that enhance USFF’s non-Navy outreach, education, and training activities focused on promoting awareness of USFF and Fleet mission (e.g., outreach and awareness documents, executive talking points, newsletters, and fact sheets).Utilize multiple channels of communication and integration with current knowledge management practices.Coordinate inputs for USFF staff key issues along with technical analysis and constructive/value-added recommendations for selected N02 topics.Gather, document, and manage related agendas, action items, reports, briefings, and correspondence to ensure tasked requirements are effective/accurately accomplished and submission deadlines are met.Develop metrics to assess the effectiveness of USFF strategic planning and communication processes and products. Assist with analyzing the metrics, identifying gaps, and developing and implementing recommendations to improve USFF strategic planning and communication processes and products.Assist in the Co-development of the Commander’s Vision and Guidance (V&G) statements and the methodology used to carry out the Commander’s Vision. This includes assisting in planning for the command’s strategic and long-range goals; conducting reviews to identify strengths, weaknesses, opportunities, and threats (SWOT) in the command’s strategic planning and communications processes and products; applying organizational change management models in support of implementation of V&G; and assessing implementation progress and effectiveness of V&G.Develop and maintain all Strategic Plans and Communications in support of new command leadership or as the mission evolves.Develop assessment criteria, execution of an effective data gathering technique, analysis of data, and the development of a comprehensive assessment report that provides the command’s mission accomplishment.Assist with developing and codifying a plan for producing and executing the Key Issues Playbook (KIP), coordinating across staff to collect and refine KIP inputs, developing metrics to assess the effectiveness of KIP processes and products, and providing recommendations on how to improve KIP processes and products.Other duties as assigned.

Congressional Analysis SupportMonitor, review, coordinate, and develop responses to Congressional Requests for Information (RFIs) tasked to USFF to ensure message consistency, accuracy, and understandability. Assist with tracking and analysis of Congressional RFIs.Monitor, research, and develop executive-level information papers and other products analyzing major legislation of interest to USFF (e.g. National Defense Authorization Act, Appropriations Bill) that will enable senior leadership to make better-informed decisions.Collaboratively develop a Congressional strategic engagement plan.Utilize data tools to assist with maintaining records of USFF Congressional engagements to provide historical context and analysis to senior leadership for future engagements.Monitor and maintain a current, accurate, and complete database in Microsoft Excel of key Congressional staffers to enable identification of individuals for future engagement opportunities.Research and develop strategic communications documents for key Fleet initiatives that can be used for different Congressional audiences to ensure message consistency, accuracy, and understandability.Conduct planning logistics for complex Congressional visits that may stretch across multiple echelons and chains of command.Coordinate and produce executive-level preparatory materials and strategic communications products for Congressional visits on time and at the quality levels desired by the government.Develop metrics to assess the effectiveness of USFF Congressional engagements and the strategic engagement plan.Other duties as assigned.

Education Requirements:Master’s degree in one of the following fields of study:

General Requirements:Three (3)+ years of demonstrated specific experience in advanced communication and support with flag-level/general officers and senior executives.Five (5)+ years of demonstrated experience in the areas of:Strategic Planning and Communications,Course of Action (COA) Analysis,Advanced Data Analytics,Congressional Analysis,General Program Support, andCommunicating complex material in various formats including the use of software programs such as Microsoft PowerPoint, Excel, Word, and Publisher.Active Secret clearance
