Open Until FilledGENERAL DESCRIPTION:The State Planner focuses on advancing mental health and substance use services. This position involves managing the federal Substance Use Prevention, Treatment, and Recovery (SUPTRS) and Mental Health Block (MHBF) grants. Responsibilities include helping to shape the future of behavioral health services in Wyoming, ensuring effective delivery of grant requirements and regulatory compliance, and providing fundamental support to subrecipients and contractors.

ESSENTIAL FUNCTIONS:Manage Wyoming’s MHBG and SUPTRS applications and reports, ensuring compliance with regulations and collaborating with the Public Health Division.Oversee all programmatic and financial aspects of the grants, including contract monitoring, budget development, and fiscal oversight.Analyze budgets and expenditures, working with the Mental Health and Substance Abuse Section to oversee proper spending and timely fund distribution.Lead the various mental health and substance use initiatives including managing contracts and data monitoring.Support the Governor’s Behavioral Health Advisory Council.
KNOWLEDGE:Basic knowledge of processes for drafting, managing, and ensuring compliance with grant proposals and reporting requirements.Basic knowledge of the evaluation of programmatic data and composing narrative reports of findings and outcomes.Knowledgeable in developing and overseeing contracts and budgets for mental health and substance abuse programs, including financial monitoring, and reporting for compliance with funding requirements.Basic understanding of quality improvement methodologies and performance management practices to drive program effectiveness and patient outcomes.Ability to work collaboratively with various stakeholders to enhance program delivery and outcomes.Knowledge of cultural competency and the ability to address the diverse needs of residents.
MINIMUM QUALIFICATIONS:Education:
Bachelor's Degree (typically in Business)Experience:
0-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist IIOREducation & Experience Substitution:
4-6 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Grants and Contracts Administration Specialist IICertificates, Licenses, Registrations:
None
PHYSICAL WORKING CONDITIONS:The employee may sit comfortably to perform the work; however, there may be some walking, standing, bending, carrying light items, driving an automobile, etc.
