Senior Regulatory Permitting Specialist

to be based in

Sacramento, Fresno, Bakersfield, or Oakland, CA .JOB SUMMARY:The Senior Regulatory Permitting Specialist is responsible for the oversight, management, and preparation of state and federal permit applications for large-scale infrastructure projects.JOB RESPONSIBILITIES:Working interactively with Client staff, environmental and engineering consultants, legal counsel, and State or Federal agencies in the strategy development, preparation, and acquisition of necessary permits from the applicable resource agencies.Serving as a point-of-contact for agency staff during permitting.Working closely with the Client, legal counsel, and project teams to support the issuance of Notices of Determination (NODs) and Records of Decision (RODs) during the CEQA/NEPA process and to help integrate interrelated mitigations into permitting processes.Support regional mitigation planning.Support permitting with the U.S. Army Corps of Engineers, Regional Water Quality Control Boards, U.S. Fish and Wildlife Service, National Marine Fisheries Service, California Department of Fish and Wildlife, and other natural resources agencies.QualificationsMINIMUM REQUIREMENTS:BA/BS + 6 years of relevant experience or demonstrated equivalency of experience and/or education.PREFERRED QUALIFICATIONS:A bachelor’s degree in Biological or Wetland Sciences or a related field; a master’s degree is a plus.6 years in progressively-responsible relevant experience.Excellent project management skills.Strong analytical, verbal, and written communication skills.Experience with design-build contracting and construction processes.Must be able to work well independently and in a team environment.Knowledge of permit acquisition and regulatory strategy development and implementation associated with some or all of the following: Section 404 and 404(b)(1) of the Clean Water Act (CWA) and Section 14 of the Rivers and Harbors Act, 33 U.S.C. § 408 (“Section 408”) from the Army Corps of Engineers, Section 7 of the Endangered Species Act (ESA) for the US Fish and Wildlife Service and US National Oceanic and Atmospheric Administration)/National Marine Fisheries Service (NOAA/NMFS), Special Use Authorization (SUA) for National Forest System lands and related waters from the US Forest Service (USFS). Section 401/402 of the CWA from the State Water Resources Control Board, Section 1602 and Section 2081 of the Fish and Game Code for the California Department of Fish and Wildlife.Ability to work independently, problem-solve through creative processes and establish partnerships with project management, client representatives, government agencies, and other organizations. This person must be able to function well in a fast-paced, changing environment under demanding deadlines.Additional InformationOffered rate of compensation (California locations only) will be based on individual education, qualifications, experience, and work location.
