Review Analyst (Planning Technician II)

position within the Permit Center, a division of Inspections and Permits.

The Planning Technician II is responsible for reviewing commercial and residential building permit applications for compliance with County zoning and subdivision requirements accomplished through plan review, County Code review, and document review—the issuance of commercial and residential grading permits and the processing of certain agreements. Work requires frequent interaction with the general public, property owners, contractors, engineers, architects, and other County agencies.

NATURE AND VARIETY OF WORK

Work involves the zoning review portion of building permits for both commercial and residential use types. The grading review portion of grading permits for both residential and commercial use types requires the review for completeness and permits are issued accordingly. Review is completed by following established policies and procedures, code requirements, and documented approval processes. The position involves the review and processing of legal documents required before permit issuance as well as drafting certain agreements. This work requires that the employee answer permit, Code, and policy questions from interested parties promptly. Work requires independent judgment and decision-making using applicable systems and Code(s).

Review commercial and residential building permit applications for compliance with County zoning and subdivision regulations. Tenant fit-outs, signs, townhouses, decks, pools, and additions/alterations to single-family dwellings are examples of types of applications that will be reviewed. Grading permit applications will also be reviewed for completeness and issued accordingly.

The assessment of development impact fees, permit application fees, and grading securities as required by the County Code is required. Review of documents submitted as a permit approval requirement for legality and expediting for review and approval from the Department. The ability to effectively communicate with property owners, County employees, and design professionals regarding permit-related matters. Position maintains grading permit records and the tracking of legal documents during the approval process. Drafting legal documents for review and approval by the Department as a permit approval requirement. Performs related tasks as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of zoning classifications and setback requirements. The ability to interpret site and construction plans to ensure compliance with the Code. The ability to interpret Code requirements. Ability to read and interpret maps and subdivision plans. The ability to write and speak effectively. The ability to work in a fast-paced environment with changing priorities. Maintaining effective work relationships with other employees and the public.

Education:

Graduation from high school.

Experience:

Two or more years of experience in planning, subdivision control, and zoning enforcement work; and a valid non-commercial Class C motor vehicle operator's license.

NOTE: Two (2) or more years of experience in planning, subdivision control, and zoning enforcement work may be substituted with two (2) or more years of experience in permitting, land development, or experience in construction-related industry.

Preference will be given to candidates with the following:Experience and knowledge of reading and interpreting sites, architectural plans, subdivision plans, and digital mapping systems.Experience interpreting legal documents such as deeds or other land-related legal documents.Experience and knowledge of the permit process.Excellent customer service skills.The ability to function in a fast-paced, dynamic environment.
