Under general supervision of the Planning and Development Manager, performs professional planning activities relating to community development, comprehensive land use planning, and code enforcement. Prepares land use plans; processes land use applications and building permits for compliance with zoning, subdivision, and other regulations; performs various inspection duties relative to the enforcement of County zoning and subdivision ordinances; provides information and technical assistance to developers and the general public on planning and zoning related matters. This work requires considerable contact with key County officials, department heads, elected officials, and the public and requires attending public meetings of the Zoning Commission and Board of Adjustment and other meetings during evening hours.Responsibilities:

Reviews land use applications for compliance with appropriate zoning and subdivision ordinances, regulations, and policies; prepares report of findings and recommendations to the Zoning Commission and Board of Adjustment for variances and conditional uses.Reviews building permit applications for proper legal description, zoning, subdivision, and flood plain compliance.Reviews subdivision plans and site plans for conformity with principles of good planning, land use practices in adjacent developments, and for compliance with subdivision and zoning regulations, and approves site plans for conformance with regulations and County policies and procedures.Addresses complaints and inquiries regarding zoning regulations and violations; conducts field inspections; researches and reports findings on investigations to the public and the Board of Adjustment; compiles and presents information regarding zoning violations or pending court cases; appears in court as required; attempts to resolve problems with zoning violators.Collects, organizes, and analyzes data essential to the preparation and maintenance of the comprehensive plan including population composition, characteristics, growth, and trends.Conducts studies and research on a variety of planning projects; develops and presents recommendations related to the impact of various projects; prepares charts, graphs and other graphic materials to illustrate findings or recommendations; represents the County in verbal presentations before various groups, at public meetings of the Zoning Commission and Board of Adjustment.Prepares and reviews special reports including environmental assessment and transportation studies; acts as liaison for projects involving inter-governmental coordination; reviews reports from other agencies for potential impact on the County.Responds to inquiries from the general public and various governmental bodies; provides information regarding planning and zoning regulations, project plans and departmental policies; confers with and advises engineers, developers, architects, attorneys, and the general public in acquiring information, coordinating planning, and zoning matters.Performs related duties as required.Knowledge and Skills:

Knowledge of the principles, practices, trends of public planning and zoning including basic statistics, mathematics, economics, and sociology.Knowledge of County zoning ordinances, codes, and state and federal regulations pertaining to public planning.Knowledge of legal procedures in zoning enforcement.Knowledge of building construction and civil engineering materials and operations.Knowledge of techniques required in the preparation of maps, charts, sketches, and complex graphics.Knowledge of the principles and practices of statistical research and analysis.Knowledge of methods and techniques of technical report preparation and presentation.Skill in interpreting and applying County’s land use policies and comprehensive plan and zoning ordinances.Skill in using a computer for correspondence, calculations, graphic presentation, internet applications, and Geographical Information Systems (GIS).Ability to read and interpret maps, site plans, plats, property descriptions, topographic maps.Ability to collect, tabulate and analyze socio-economic and engineering statistics.Ability to read and interpret county ordinances, state and municipal codes, and federal regulations.Ability to make clear and understandable written and verbal presentations of technical information to lay groups, the general public, professional organizations, and various governmental departments/agencies including the use of complex graphics.Ability to use tact, diplomacy, and persuasion to resolve or mediate disputes.Ability to coordinate multiple projects, meet deadlines, and work under pressure.Ability to establish and maintain effective working relationships with other County employees, developers, consultants, governmental agency representatives, and the general public.Minimum Requirements:

Graduation from an accredited four year college or university with major course work in planning, engineering sciences, architecture, public administration, or a related field, andTwo years of professional planning or zoning experience including preparation/review of planning documents or related, orAny equivalent combination of training/experience that will have provided the required knowledge, skills, and abilities.Special Requirements:
