Position Description

Performs senior-level professional work in the administration of land development regulations for current and long-range planning. An employee in this class plans, organizes, and coordinates the administration of growth and development within the County. Work requires professional and technical knowledge as well as the ability to formulate strategic plans and direct progress. Frequent contact may be involved with county, state, and federal officials concerning specific county functions or operations. The employee will develop and administer land use studies, zoning, and subdivision regulations; supervise planning and zoning functions; serve as advisor to the Planning and Zoning Commission and Board of County Commissioners. The employee must possess strong, independent judgement and problem-solving abilities. Work is under the general supervision of the Department Head and is reviewed through conferences, review of reports and records and feedback from developers and the general public.

Responsibilities

Coordinates and works with contractors, engineers, developers, and property owners on development plans and projects.

Reviews major development plans and determines compliance with zoning ordinances, advises of zoning changes where needed, and facilitates the process.

Interprets and answers a variety of questions on development issues; including specific ordinances.

Reviews major subdivision plats for compliance with standards.

Assists in administering a variety of land use regulations for the County including zoning, floodplain, watershed, subdivision plats, and signs.

Assists with implementation and application of the comprehensive and small area plans.

Reviews all departmental reports and presentations.

Serves as the lead staff person for the Planning and Zoning Board in preparing staff reports and presenting cases.

Processes special use requests and appeal cases for Board of Adjustment functions.

Prepares staff reports and presents cases before the Board of County Commissioners, when required.

Serves as project lead on special projects, including future park planning.

Performs related duties as required.

Knowledge, Skills, & Abilities

Considerable knowledge of the County’s land development ordinances and the North Carolina General Statutes.

Ability to interpret and analyze technical and statistical information.

Thorough knowledge of the geography, layout, and development of the County.

Ability to read, review and analyze site plans.

Ability to communicate effectively in oral and written forms.

Ability to communicate ordinance requirements and regulations with firmness, tact, and impartiality.

Thorough knowledge of legal procedures related to enforcement of laws, ordinances, and regulations.

Ability to establish and maintain effective working relationships with contractors, attorneys, architects, and the general public.

Ability to logically process and plan tasks or projects, with strong organizational skills.

Required Minimum Education / Experience

Graduation from a four-year college or university with a major in planning, geography or related field and four years of experience in planning and zoning, or related planning field.

A master’s degree in planning, geography, or public administration and three years of planning experience.

Certification by the American Institute of Certified Planners (AICP) or the ability to obtain certification within one year of employment.

Possession of a valid North Carolina driver’s license.
