Under limited supervision,

leads, oversees, and performs a variety of advanced-level professional duties and responsibilities involved in the research, planning, design, and construction of various engineering and facility projects; to serve as project manager on complex projects; to respond to questions and inquiries from the general public, developers, contractors, engineering and architectural professionals, and City staff regarding engineering and development projects; and to perform a variety of technical tasks relative to assigned areas of responsibility.

Oversight covers a diverse range of complex projects, with budgets ranging from $100,000 to $100 million. This position provides direction to other employees.

Project Management:

Oversees complex construction projects from inception to completion, including design, public meetings, bidding, and construction phases. Develops project scope of work and timelines, assigns tasks, and manages consultant services.Team Leadership:

Leads, trains, and reviews the work of staff involved in professional and technical engineering tasks, including plan review, development, contract administration, and design within assigned responsibilities.Staff Development:

Participates in hiring, training, and performance management of staff. Addresses performance deficiencies and enforces discipline procedures when needed.Contract Management:

Leads and participates in drafting complex consultant services agreements, requests for proposals (RFPs), and related contracts. Assists in the selection of consultants and evaluates their work.Budget Administration:

Assists in preparing and managing annual and five-year capital budgets, including coordinating data for city-wide budget integration and providing necessary reports and documentation.Project Planning & Estimation:

Prepares preliminary and final project plans, cost estimates, schedules, and specifications. Calculates material quantities, quality, and costs for project execution.Plan Review & Technical Support:

Reviews plans from consulting engineers, architects, and contractors for compliance with standards and provides technical support during construction. Verifies structural calculations and engineering/architectural methods.Compliance & Inspections:

Ensures construction plans meet applicable codes and project designs align with technical criteria and standards. Conducts surveys and inspections to analyze existing documentation.Proposal Preparation & Grants:

Participates in developing requests for proposals (RFPs) and contracts for engineering and facilities projects. Prepares and tracks regional, state, and federal grant applications for project funding.Reporting & Presentations:

Prepares and delivers project status reports and special studies to stakeholders.Industry Knowledge:

Stays updated on trends and innovations in civil engineering, architecture, facilities management, and construction, especially related to public works.Public Interaction:

Responds to inquiries from the public, developers, contractors, and other professionals regarding project development. Investigates complaints and implements corrective actions as needed.Professional Engagement:

Attends industry-related group meetings and represents the Engineering Department when required.Education and Experience:

Bachelor's degree in Architecture or Engineering or

a related field

and six (6)

years of professional experience in engineering or architecture. Any equivalent combination of education and experience may apply.

Special Requirements:

ust

possess

a valid Texas Class C driver’s license.

Professional Engineer or Licensed Architect. Bachelor's degree and Project Management Professional (PMP) certification will be considered as a substitute for licensure.

Must have the ability to obtain Criminal Justice Information Services (CJIS) certification.
