Project Manager

is a management level class within the City which reviews and manages the design development and construction of public works capital improvements, City infrastructure improvements, and public facility projects; oversees the coordination of these projects with various City departments and the community; provides progress reports and works closely with consultants and engineering design teams to meet City, State, and Federal standards.SUPERVISION RECEIVED/EXERCISED:General direction is received from the Deputy City Engineer or designee. May provide direct supervision over staff within the Division.Serves as Project Manager for capital improvement projects, including public facilities from concept to completion; ensures projects are constructed within designated guidelines and standards, in accordance with established policies and procedures and in compliance with Federal and State codes, laws, and regulations; and monitors inter-governmental actions affecting projects.Conducts field inspections to assure contract compliance; reviews and resolves construction-related issues, negotiates change orders with contractors, writes and approves contract change orders, and approves minor design changes in the field.Reviews construction plans, specifications, and engineering calculations; assists with plan checks on proposed new facilities to determine compliance with established City rules, regulations, and requirements.Performs project cost estimates and cost analysis; ensures project management for the construction of municipal public facilities is in compliance with time and budget parameters; and ensures timely payment of projects.Prepares and processes reimbursement requests from non-City funding sources.Prepares requests for proposals, qualifications, bid documents, related invoices, and arranges bid openings; issues notice to proceed and files Notice of Completion on all public facilities and public works improvement projects and assists in the preparation of contracts and other related documents between the City and developers; responsible for compliance review of such documents.Maintains regular contact with consulting engineers, construction project engineers, City, County, State, and Federal agencies, professional and technical groups, and the general public regarding division activities and services; represents the City at public meetings pertaining to projects.Directs consultants in the preparation of engineering plans, specifications, surveys, material testing, and inspections; recommends and enforces provisions of contractual agreements; tracks project budgets and schedules.Prepares project progress reports; coordinates pre-construction meetings with City representatives and contractors; attends weekly and monthly departmental meetings; researches and prepares special reports on related issues; assists with the preparation and review of legal descriptions; assures as-built records of projects and documents necessary for changes for the operation and maintenance programs.Assists in the evaluation of development impacts and proposals; and prepares related studies and reports.Composes, prepares, and analyzes staff reports and presentation materials; makes verbal and written presentations to City Staff, Management, and Council; and responds to city staff, public, developers, consultants, and other interested parties on questions and concerns relating to assigned projects.Participates in professional group meetings and stays abreast of new trends and innovations in the field of engineering, project management, and development services.May assist in training, planning, organizing, and evaluating assigned staff; monitors performance and provides coaching for performance improvement and development.Provides assistance in facilitating the CIP budget.Must be able to work a flexible schedule to accommodate City needs and be available on call for construction-related problems.Perform other related and peripheral duties as required and necessary for the successful performance of this job.Education and Experience:Any combination of education and experience that has provided the knowledge, skills, and abilities necessary for a Project Manager. A typical way of obtaining the required qualifications is to possess at least two (2) years of technical, complex, and professional construction and/or development experience; a Bachelor’s degree from an accredited college or university in public or business administration, planning, real estate development, construction, engineering, or a closely related field; and High School diploma or GED.License/Certificate:Possession of, or ability to obtain, a valid class “C” California driver’s license.Possession of construction and/or engineering certification and/or license and/or master’s degree is highly desirable.Knowledge of:California construction and development process and governing Federal, State, and local laws administration and inspection; basic technical construction disciplines and processes; civil engineering and engineering project management principles; research, design, and construction of public facilities projects; principles and practices of construction contract administration, cost/benefit analysis, and construction site safety; budget preparation and cost estimation; surveying; safe work practices; Uniform Building Code; underground utilities regulations; research methods and information related to public works construction project management; practices and methods as applicable to a municipal setting; and computer literate in the use of Microsoft Office and other software applications used within the construction field.Skill to:Operate office equipment and related software applications; and operate surveying and drafting instruments, a handheld computer, and two-way radio. Familiarity with standard public works specifications, California Building Code, and other common California Construction standards and specifications.Ability to:Successfully apply project management methodologies focusing on scope, schedule, and budget; develop and maintain effective working relationships with City staff, contractors, outside agencies, and the general public; review and evaluate public facilities construction projects; implement cost control methods and techniques; analyze problems, identify alternatives and solutions, project consequences of proposed actions, and implement recommendations in support of goals and work plans; interpret and ensure project compliance with Federal, State, and local regulations; develop and produce complex technical documentation and presentation material; exercise independent judgment regarding job assignments and work independently; evaluate and interpret complex data in either statistical or narrative form; interpret and prepare a variety of maps, drawings, and engineering studies; adhere to multiple deadlines and handle multiple projects; communicate effectively verbally and in writing; perform complex statistical and cost-benefit analyses and respond to emergency duty requirements when necessary.Working Conditions:Position requires prolonged or intermittent sitting, standing, walking on level, uneven, or slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping, eye/hand coordination, and repetitive hand movement. The incumbent may frequently drive to different sites and locations; when working outdoors the incumbent may encounter extreme weather conditions, including wet, hot, cold, wind, snow, ice, and heavy vehicle traffic. The need to lift, carry, push, and pull tools, equipment, and supplies weighing up to 100 pounds is required. Additionally, the position requires both near and far vision when inspecting work, operating assigned equipment, and the ability to accurately perceive sounds. The noise level in the work environment is usually quiet to moderate when indoors and moderate to loud when outdoors. The incumbent may use fuel, cleaning, and lubricating chemicals, which may expose the employee to fumes, dust, and air contaminants. The nature of the work may also require the incumbent to climb ladders, work in confined spaces, use power and noise-producing tools and equipment, work in heavy vehicle traffic conditions, and often work with constant interruptions.
