Recruitment May Close at Anytime Without Further NoticeUnder administrative direction, to manage, supervise and coordinate the activities and operations of the Building Safety Division including inspection of building construction activities, issuance of building permits, and also oversees the Code Enforcement Division; to coordinate assigned activities with other divisions, departments and outside agencies; and to provide highly responsible and complex administrative support to the Director of Planning.ESSENTIAL FUNCTIONS

TYPICAL DUTIES & RESPONSIBILITIES

:Plans, manages, and oversees the daily functions, operations, and activities of the Building & Safety and Code Enforcement Divisions, including building construction activities, plans examination, permit processing, and investigation of code violations.Manages and participates in the development and implementation of goals, objectives, policies, and priorities for the division; recommends within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.Reviews permit applications and check plans for conformance with appropriate codes and regulations; collects fees, issues permits and performs related work; resolves conflicts with developers; prepares enforcement correspondence as necessary; maintains a record of and prepares reports on building activity.Develops and standardizes procedures and methods to improve the efficiency and effectiveness of building inspection, plans examination, and permit processing services and activities; assesses and monitors workload and administrative and support systems; identifies opportunities for improvement and recommends to the Director.Conducts field investigations and inspections as necessary; confers with owners, architects and engineers on design and construction plans; ensures that all structures inspected adhere to housing, zoning, mechanical, electrical, plumbing, energy and mobile home codes and standards; may assist Fire department inspection staff as necessary; prepares case files for prosecution; testifies in court; prepares and records notices on properties.Prepares new codes and ordinances for adoption by the City Council.Oversees and participates in the development and administration of the division's annual budget; participates in the forecast of funds needed for staffing, equipment, materials and supplies; monitors and approves expenditures; implements adjustments.Serves as the liaison for the Building Safety division with other departments and outside agencies; negotiates and resolves sensitive and controversial issues.Attends meetings of a variety of boards, commissions and committees; prepares and presents staff reports and other necessary correspondence.Provides responsible staff assistance to the Director of Planning.Conducts a variety of organizational studies, investigations and operational studies; recommends modifications to building inspection programs, policies and procedures as appropriate.Attends and participates in professional group meetings; stays current on new trends and innovations in the field of building inspection and code enforcement.Researches and implements new technologies to improve customer service, including hardware and software systems.Performs related duties and responsibilities as required.Verifies consultant invoices for accuracy; verifies and prepares plan check and permit fees.Performs other related duties as assigned.

CONTACTS AND RELATIONSHIP :This position has the majority of its interaction with the public, community service groups, vendors, and with other City employees.

QUALIFICATION GUIDELINES

:The knowledge and abilities which are required to perform the duties and responsibilities of this class are as follows:

DESIRABLE QUALIFICATIONS:Experience :Five years of increasingly responsible experience in building inspection including two years at a supervisory level.Education :Bachelor's degree with major course work in public administration, business administration, engineering, architecture, or a related field.Licenses and Certifications:Possession of a State of California driver’s license and the ability to maintain insurability under the City’s vehicle insurance program.ICC Certification as a Building Plans Examiner and Building Inspector.ICC Certification for Building, Mechanical, Electrical, and Plumbing.ICC certification as a Certified Building Official.

Knowledge of :Architectural principles including construction techniques and plan specifications.Laws, codes and ordinances applicable to building inspection activities and plan checking.Building Code interpretation and alternate code compliance methods.Applicable building codes, ordinances, fire regulations and safety precautions.Technical aspects of the construction trades including materials and supplies.Knowledge of supervising code compliance activities, including monitoring and enforcing a variety of applicable Municipal and California codes and regulations related to land use matters, building, housing, property maintenance, abandoned vehicle abatement, noise abatement, and other matters related to public health and safety.Principles and practices of research and report preparation.Principles and practices of budget preparation and administration.Principles of supervision, training and performance evaluation.Pertinent Federal, State and local laws, codes and regulations.Emerging technologies for code enforcement and building division administration.Modern office procedures, methods, and equipment including computers and supporting software applications.Appropriate safety precautions and procedures within the area of assignment.

Ability to:Oversee and participate in the management of a comprehensive building inspection program.Select, train, supervise, and evaluate assigned staff.Direct work of lower level staff.Participate in the development and administration of division goals, objectives and procedures.Interpret and apply Federal, State, and local polices, laws and regulations.Review and correct building plans as part of plan check process.Issue building permits and inspection construction for compliance.Prepare and administer program budgets.Respond to requests and inquiries from the general public.Prepare clear and concise investigative reports.Analyze problems, identify alternative solutions, and implement recommendations.Operate office equipment including computers and supporting word processing and spreadsheet applications.Communicate clearly and concisely, both orally and in writing.Establish and maintain effective working relationships with those contacted in the course of work.Maintain mental capacity and tact that allows for effective interaction and communications with others.Maintain physical condition appropriate to the performance of assigned duties and responsibilities.

Environmental ConditionsThe work environment characteristics described here are representative of those that must be met by employees to successfully perform the essential functions of this position. The employee works under typical office conditions with exposure to computer screens, and the noise level is usually quiet. However, up to 25% of the work may be in the field and on construction sites where the employee may be exposed to noise, dust, grease, smoke, fumes, and traffic; and work in inclement weather conditions including heat, cold and rain.

Physical ConditionsWhile performing the duties of this job, the employee is regularly required to sit; talk and hear, both in person and by telephone; use hands to finger, handle and feel computers and standard business equipment; reach with hands and arms, and occasionally climb ladders to the top of buildings. The employee is frequently required to stand and walk and may occasionally lift and carry materials and supplies weighing up to 50 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus sufficient to read small print, computer screens and other written materials.

EMERGENCY SERVICES:All City employees are required to perform assigned Emergency Service duties in the event of an emergency or disaster. Employees must complete the required FEMA courses within six months of employment.
