Under general direction, promotes public health and safety by ensuring that the construction, use, and condition of all buildings conform to the minimum standards adopted by the City Council and the State; and to enforce all applicable codes and ordinances.Administers the activities of the Building Division of the Community Development Department; supervises the work of the Building Inspector(s) and the Senior Building Inspector; reviews the work and activities of other division personnel performing other Building Division functions such as reports, filing, and other clerical duties; trains Building Inspector(s) in proper inspection methods, counseling, and where necessary, starting legal procedures to effect compliance; instructs and trains other personnel in the use of building records; coordinates plan checking activities with staff and consultants; performs plan checks and reviews field work; assists Director with budget preparation and follow up; advises architects, designers, contractors, staff, homeowners, and others regarding code requirements; interprets building and zoning codes for Inspectors, Code Enforcement, and Fire Prevention; represents City in building code groups, and represents city at development review and growth management meetings; prepares staff reports and ordinances for Director’s and City Council’s consideration regarding building regulations; issues permits; maintains library; reviews systems, forms, and makes revisions as needed; supervises and oversees Fire Prevention; advises and consults with Engineering, Planning, Fire Prevention, Code Enforcement, Building Maintenance, and Finance personnel; computes and collects sewer fees for Engineering; assists in the Fire Prevention Program with fire investigations to determine if building is safe for use, and estimates extent of damage; and plans and inspects installations.

ORGANIZATIONAL RESPONSIBILITIESThis class reports to the Community Development Director and supervises the Fire Prevention Section, Plans Examiner, Senior Building Inspector, and Building Inspector classifications.

Knowledge of:

Principles and practices of organization, administration, personnel, and budget management; principles and practices of the California Building, Plumbing, Mechanical, and Electrical Codes, and pertinent State and City codes and ordinances; modern construction methods and materials;

principles of structural design, engineering, and architectural plan review; and legal limitations and authority of a municipal building inspection agency.Skills/Abilities to:

Plan, organize, and direct a program for ensuring the safe and legal construction of buildings and structures within the City; and to manage the effective and efficient review and processing of building plans and issuance of permits.EDUCATION AND EXPERIENCERequires a Bachelors Degree (or equivalent education, training, and experience) in Public Administration, Engineering, or a closely related field; and a minimum of two years supervisory experience.

A typical way of obtaining the required qualifications is to possess four years of increasingly responsible building inspection experience, including two years in a supervisory position, and a related Associates Degree.

Additional experience may be considered as equivalent for the educational requirement.PHYSICAL DEMANDSMust possess mobility to work in a standard office setting including use of standard office equipment, including a computer; and to operate a motor vehicle to visit various City sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. May be exposed to outside weather conditions, including heat, cold, wind, rain, and other conditions.

Employees must possess the ability to lift, carry, push, and pull materials and objects up to 50 pounds.
