The Position

SACOG is seeking an experienced funding and grants expert, personal connector, and outstanding program manager to lead the agency’s grants and funding activities. There are three primary areas of SACOG’s funding and grants work. First, SACOG runs competitive grant programs within the six-county region where cities, counties, transit agencies, Caltrans and others compete for state and federal funding. Second, SACOG has begun a new funding program, Engage, Empower, Implement, which focuses on community needs and creating projects that meet them. Finally, SACOG works to set regional priorities for competitive state and federal transportation grants, and collaborates with other transportation partners in the region to support bringing in competitive grants.

The Principal Planner, Grants & Funding , will manage the development of a robust transportation funding and grant program to support projects, programs, and services; manage and administer SACOG’s various funding programs; and provide expert advice on funding and grant matters for partner agencies including Caltrans, cities, counties, RTPAs and transportation districts, and transit agencies in the region.

This position will report to SACOG’s Director of Transportation, and is the highest non-management classification at SACOG. The Principal Planner will work across groups within SACOG and key external partners that have roles in project development and project delivery.

The Team

The ideal candidate would be joining a team of 12 professionals with backgrounds in transportation planning, transportation funding, Intelligent Transportation Systems, transportation demand management, public transit operations and planning, and project development and programming. This is a new position at SACOG, and would be one of two Principal Planners on the Transportation Team.

Essential Functions & Duties

The Principal Planner will be responsible for oversight and management of SACOG’s funding programs, funding strategy, and grants strategy. Specific duties will include:

Develop a comprehensive, coordinated overarching funding program and strategy for all individual programs administered by SACOG from both state and federal funding sources.

Oversee development and execution of the various funding programs for the six-county region.

Manage coordination of funding programs with project prioritization and the required regional transportation plan.

Coordinate with programming staff on regional funding award programming.

Coordinate internally to develop a regional grant strategy including leading the agency’s pursuit of discretionary grants.

Administer annual board-adopted grant prioritization for federal and state grant programs.

Engage with community-based organizations and local leaders to ensure that funding strategies reflect the diverse needs of the region’s communities.

Provide recommendations to SACOG management and executive leadership regarding transportation project priorities and funding strategies.

Supervise staff, including oversight of technical work product from SACOG staff and partner organizations.

Represent SACOG at external meetings with partner agencies, state agencies, and regional stakeholders.

Minimum Requirements:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education equivalent to graduation from an accredited four-year college or university in a related field.

Three to five (3-5) years of progressively responsible transportation planning, funding and/or grants program experience.

Possession of, or ability to obtain, a valid California Driver’s License by time of appointment.
