Description of JobThe Work Unit:

The Health Facilities and Emergency Medical Services Division (HFEMSD) is responsible for the oversight and enforcement of a broad range of federal and state statutes and regulations applicable to a wide variety of healthcare facilities and services in Colorado, including hospitals, clinics, ambulatory surgical facilities, renal dialysis centers, emergency medical services providers, designated and non-designated trauma centers, long term care facilities and many other specific types of healthcare services. The division licenses, certifies and surveys healthcare facilities and services; provides patient safety and healthcare quality programs; recognizes emergency medical service (EMS) education programs; certifies EMS providers and licenses air ambulance services operating within the state.

Summary of Position:

This position exists to administer the Operations Section, with primary functions being oversight of EMS provider Certification and licensing, EMS education program recognition, air and ground ambulance licensing, emergency medical responder registration, and administration of the Emergency Medical Practice Advisory Council (EMPAC) and EMS Regional Medical Directors Committee (RMD). This position is responsible for managing a section that is highly regulatory and requires extensive knowledge of a variety of laws and rules and practical knowledge of EMS and trauma systems. Rule interpretation and application are constantly required in this position as are good critical thinking skills. This position makes decisions on certification and licensure that directly impact an individual’s or business’ ability to work in this state.

This position requires a unique level of knowledge and expertise as well as the ability to make decisions that influence division programs, and this position requires the supervision of four administrator employees. The level of experience and expertise allows for responsibilities to be accomplished successfully. The position is at a level of complexity that develops guidelines to implement programs that maintain the department’s mission, and the position uses judgement and resourcefulness to interpret circumstances in a variety of situations and establishes guidelines that direct how the programs will be implemented. This position has regular contact with a complex variety of stakeholders, and must act as an official representative who uses consistent and accurate messaging.

MINIMUM QUALIFICATIONS:

Experience Only:

Eight (8) years of experience in EMS operations or regulation or in another healthcare related occupation.

OR

Education and Experience:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years, such as a bachelor's degree in healthcare or a healthcare related field and four (4) years of experience in EMS operations or regulation or in another healthcare related occupation; OR a master's degree in healthcare or a healthcare related field and two (2) years of experience in EMS operations or regulation or in another healthcare related occupation.

This experience must be substantiated within the Work Experience section of your application. Please be sure to enter all relevant job history and education within the last 10 years. Conditions of Employment:

A pre-employment background check

Ability to travel independently or with a group of other waste diversion specialists up to 10% of the time. Travel may include field audits, attend conferences, deliver presentations, attend meetings, etc.

Appeal Rights:
