Department of Health Care Policy & Financing (HCPF)

We are onboarding new employees using a hybrid approach. The Department supports flexible work arrangements. Description of JobWhat you'll be doing:

Manages the Hospital Transformation and Value Based Projects Unit staff who administer the Hospital Transformation Program, Hospital Quality Incentive Program, Nursing Facility Pay for Performance Program, and Rural Grant administrator. Creates, contributes, supports, and serves as an exemplar of an outcomes driven, continuous improvement, and team-focused culture. Supports, contributes to, and exhibits a respectable, inclusive, and cohesive workplace.

Position researches other payer approaches, including other states and Medicare, policy experts, and thought leaders. Position synthesizes information to formulate recommendations for the division’s value-based purchasing methodologies. Develops and provides recommendations regarding modifications to existing financing mechanisms to meet Department’s objectives, such as changing methodological approach.

Plans, manages, and executes the Hospital Transformation Program, Hospital Quality Incentive Payments, and Nursing Facility Pay for Performance payments. Implements strategic vision and program objectives and coordinates efforts to achieve objectives. Oversees and directs federal reporting. Negotiates federal requirements with and secures necessary approvals from the Centers for Medicare and Medicaid Services. Position leads program stakeholder relations.

Proposes and drafts budget requests, legislative proposals, and program reports.

MINIMUM QUALIFICATIONS:

Experience Only: Eight (8) years of relevant experience in an occupation related to the work assigned to this position

OR

Education and Experience:

Education: Bachelor’s from an accredited institution in a health-related field, management, business, public administration, public health or a field of study related to the work assignment.AND

Experience: 4 years professional in a related field with at least one year of experience managing professional staff.

Preferred Qualifications & Special Qualifications:

Master’s degree in public policy, public administration, public health, management, or business administration preferred.

Experience establishing program goals and directing others to attain program objectives.

Experience and knowledge of federal and state regulations related to Medicaid; and health care quality improvement.

Knowledge of techniques and tools that promote effective analysis and the ability to determine the root cause of organizational problems and create alternative solutions that resolve the problems in the best interest of the organization.

Knowledge of and ability to utilize the tools, techniques and procedures needed to establish and monitor budgets.

Strong written communications skills, project management skills, public speaking and facilitation.

CONDITIONS OF EMPLOYMENT:
