Job Focus AreaThis position is located in the State Audit Section within the Department of Education Finance at the LA Department of Education, and requires a comprehensive knowledge and understanding of generally accepted auditing standards and generally accepted accounting principles. This position is a highly advanced professional level management position responsible for supervising all aspects of the state audit function, including: planning the audits, updating and developing audit programs, updating and developing policies and procedures, writing letters to various levels of management and other executive personnel, both internal and external to the Department, ensuring audits are performed in accordance with applicable state laws and policies, and supervising and reviewing the audit procedures, audit reports, and work papers of the state auditors.

One position is available and it is located in Baton Rouge, LA.

The person hired for this position is expected to regularly report to the Baton Rouge office. This position may be filled by a probationary new hire, or by promotion of any current permanent classified Louisiana State employee. Current permanent classified state employees may be required to accept a probational appointment if selected.

SUBSTITUTIONS:

A certified public accountant (CPA) certificate, Certified Fraud Examiner (CFE), or Certified Internal Auditor (CIA) designation will substitute for the baccalaureate degree with twenty-four semester hours of the required coursework plus one year of the required experience.

A baccalaureate degree plus a Certified Information Systems Auditor (CISA) or Certified Government Audit Professional (CGAP) designation will substitute for the twenty-four semester hours of required coursework.

A master's degree with a major in accounting, auditing, business administration, finance, management, economics, quantitative methods, public administration or information systems and decision science will substitute for the twenty-four semester hours of required coursework plus one year of the required experience.

NOTE: Any college hours or degree must be from an accredited college or university.

FUNCTION OF WORK:

To supervise auditors in all aspects of an audit program.

LEVEL OF WORK:

Supervisor.

SUPERVISION RECEIVED:

Typically, direct from an Audit Manager or higher level audit position.

SUPERVISION EXERCISED:

Direct over lower level auditors.

LOCATION OF WORK:

May be used by all state agencies.

JOB DISTINCTIONS:

Differs from Auditor 4 by the presence of direct supervisory duties over multiple subordinates.

Differs from Audit Manager by the absence of management duties over an audit division.

Supervises all aspects of an agency audit program, including assigning work to subordinate auditors, reviewing individual audit plans and reports, and providing guidance as necessary.

May conduct more sensitive audits or handle matters of great confidentiality related to the audit program.

Prepares or assists in the preparation of the agency annual audit program.
