This position provides advice and support to management and program officials on the interpretation of regulations and guidelines and their application to problems.Direct Hire Authority:

This position is being filled through the Office of Personnel Management's (OPM) Direct Hire Authority for this occupation.Participates with higher-level specialists in planning sessions and discussions of innovative ways to carry out assigned programs and new programs.Analyzes and evaluates existing program and management policies, regulations, goals, or objectives to determine if processes are in compliance with requirements.Assists with researching and identifying program concepts and techniques. Monitors activities identified for special interest to keep leadership informed of developments through conferences and briefing papers.Continually communicates with management and stakeholders to coordinate programs which involve other Divisions where resources from multiple sources are required and where collaborative technical, policy, and programmatic decisions need to be made.QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.General Experience to qualify for the GS-05 level:

Three years progressively responsible experience, 1 year of which was equivalent to at least the GS-04 grade level, which includes:Performing day-to-day administrative tasks such as maintaining information files, processing paperwork, developing constructive and cooperative working relationships with others, and maintaining them over time.OREducation:

4-year course of study leading to a bachelor's degree in a discipline directly related to the position such as: Business, Management, Economics, Accounting, Finance, Marketing, Psychology, Public Administration, and Computer and Information science.ORCombination of education and experience:

at least 30 semester hours in one or more related subject areas, plus appropriate experience or additional education.Specialized Experience to qualify for the GS-07 level:

At least one year specialized experience equivalent to the GS-5 level or higher in the Federal service (or private sector equivalent) demonstrating experience and knowledge of the application of the principles, concepts and methodology associated with natural resources.Providing advice and support to management and program officials on the interpretation of regulations and guidelines and their application to problems.Duties involving management surveys, organization studies, management improvement, management counseling, and attends meetings with management to discuss information relating to findings and conclusions.Specialized Experience to qualify for the GS-09 level:

At least one year specialized experience equivalent to the GS-7 level or higher in the Federal service (or private sector equivalent) that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position.Applying a wide range of principles, theories, processes of management with a high degree of resourcefulness, ingenuity and inventiveness to a variety of studies, investigations, and assignments;Gathering information, identifying and analyzing issues, and developing recommendations to resolve problems of effectiveness and efficiency of work operations in a program support setting.Specialized Experience to qualify for the GS-11 level:

At least one year specialized experience equivalent to the GS-9 level or higher in the Federal service (or private sector equivalent) that has equipped you with the necessary knowledge, skills and abilities to successfully perform the duties of this position.Performing staff administrative analytical and evaluative work related to program operations, and management and organizational efficiency and productivity;Utilizing quantitative and/or qualitative methods to analyze and evaluate the effectiveness or program operations in meeting established goals and objectives;Coordinating management analysis studies with business operation programs, goals and objectives.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).How You Will Be EvaluatedYou will be evaluated for this job based on how well you meet the qualifications above.This is a Direct-Hire Authority position, all applicants who meet the minimum qualifications will be referred to the selecting official.
