JOB SUMMARY

This position assists in directing the operations, services, and long-range goals of the City’s Public Works Division.

ESSENTIAL FUNCTIONS

Assists in directing the operations of the Public Works Division; develops and implements long and short term plans, goals, and objectives for the department.

Evaluates efficiency and effectiveness of department operations, programs, procedures, and use of resources; recommends and implements improvements as needed.

Supervises, directs, and evaluates assigned staff; processes employee concerns and problems, directs work, counsels, disciplines, and completes employee performance appraisals.

Conducts interviews and makes hiring recommendations.

Receives, investigates, and resolves employee concerns related to work problems; interprets policies to subordinates.

Ensures compliance with all applicable laws, rules, regulations, standards, policies, and procedures; initiates actions necessary to correct deviations or violations.

Analyzes and prioritizes operations based on the needs of the community; makes recommendations for changes when applicable.

Assists in preparing bids and proposals for Public Works projects; reviews bids and makes recommendations for selection of contractors/vendors.

Maintains an awareness of new equipment, methods, trends, and advances in the profession.

Coordinates department projects and activities with other departments, contractors, consultants, or outside agencies as needed.

Works with City, county, and state officials on matters pertaining to multi-use path paving operations, ground maintenance, street maintenance, and fleet operations.

Assists the Director with the annual budget process; compiles figures and prepares portions of the budget, ensuring expenditures do not exceed the allocated budget.

Prepares various forms, reports, correspondence, annual reports, production reports, work orders, technical study reports, briefs, schedules, or other documents.

Attends Council and Executive Leadership Team meetings in Director’s absence; prepares presentations for Council as needed.

Performs the duties of the Director in his/her absence.

Assists in coordinating special events or interdepartmental requests as required.

Serves as project manager for assigned projects.

Performs related duties.

SUPERVISORY CONTROLS

The Public Works Director assigns work in terms of division goals and objectives. The supervisor reviews work through conferences, reports, and observation of division activities.

GUIDELINES

Guidelines include city policies and procedures, city engineering design standards, EPA regulations, human resources policies and procedures, and other local, state, and federal laws and regulations. These guidelines require judgment, selection, and interpretation in application. This position develops division guidelines.

COMPLEXITY/SCOPE OF WORK

The work consists of varied administrative, supervisory, and management duties. The variety of tasks to be managed contributes to the complexity of the work.

The purpose of this position is to supervise the city's public services operations. Successful performance helps ensure the effective and efficient operation of the department and affects the quality of life for city residents and visitors.

CONTACTS

Contacts are typically with co-workers, vendors, suppliers, other city employees, state and local government officials, elected and appointed officials, community leaders, business leaders, and the general public.

Contacts are typically to exchange information, motivate persons, negotiate matters, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT

The work is typically performed while intermittently sitting, standing, stooping, walking, bending, or crouching. The employee occasionally lifts light and heavy objects.

The work is typically performed in an office.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY

This position has direct supervision over Cart Paths Supervisor, Urban Forestry Program Manager, Streets Supervisor, Fleet Manager, Grounds Supervisor, Administrative Coordinator, and Administrative Assistant.

MINIMUM QUALIFICATIONS

Requires a bachelor’s degree in public works operations, construction management, business administration, or a related field; and seven (7) years of related and supervisory experience that includes public works operations, construction project management, stormwater management, street maintenance, parks/landscape maintenance, and supervision, or equivalent combination of education and experience.

Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated.

Job Type: Full-time

Pay: $114,904.17 - $146,502.82 per year
