DescriptionLeidos Civilian Health Operations is seeking a Sr. Program Manager (PM), contingent upon contract award, with experience in the FDA regulatory review processes and agile project management. Candidate must be local to the DC Metro area for part-time onsite work.The successful candidate will manage a $200M IDIQ contract and ensure the successful delivery of systems and electronic tools that streamline and automate workload management and regulatory review processes. This role includes direct customer communication and serves as a point-of-contact to support application roadmap design and definition, perform risk management identification and mitigation, and develop implementation timelines based on a tailored Agile DevSecOps environment.Primary Responsibilities
Provide leadership and management skills to inspire and manage cross-functional delivery teams.Mentor the team in the FDA regulatory review process and ensure understanding of stakeholder’s vision and goals.Manage cross-functional teams to deliver high-quality program capabilities on time and within budget.Integrate management and technical activities across the contractor staff to ensure consistency.Ensure compliance with contract terms and conditions, coordinating with senior corporate managers.Serve as the primary interface and trusted advisor to federal stakeholders and COR.Drive the development of innovation roadmap and strategy, focusing on projected cost savings.Drive continuous service improvement and innovation.Plan and lead program reviews and briefings, both internal and with the customer.Manage subcontractors to assure fulfillment of all contractual requirements.Collaborate with related contracts for effective delivery to the customer.Develop business case justifications and cost/benefit analyses for IT spending and initiatives.Lead staffing actions, including recruitment, supervision, and evaluation.Establish and maintain communication with executives, department heads, and end users regarding IT activities.Basic Qualifications
Bachelor’s degree and more than 8 years of experience related to IT project management.Experience in managing $30-40M/year FFP and T&M IDIQ/BPA contracts.5+ years of experience leading Agile teams or projects within the HHS EPLC.3+ years of experience in FDA regulatory review processes.Ability to collaborate with senior level customers and technical staff to improve performance and cost effectiveness.Experience in a fast-paced, agile environment with competing priorities.Ability to influence policies and practices beyond own area.Excellent written and oral communication skills, including experience presenting to senior Government officials.PMP certification required.Ability to obtain a Public Trust Clearance.Preferred Qualifications
Experience with Oracle business process management (BPM) suite or low-code/no-code workflow tools.Original Posting Date:
