The position is open to remote work.JOB SUMMARY:AECOM is seeking a dedicated Senior Environmental Manager to work on the California High Speed Rail (CHSR) Program. The candidate will work integrally with the California High Speed Rail Authority (Authority), overseeing environmental documents prepared under the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA). The candidate will also oversee development of a programmatic post-Record of Decision (ROD) Mitigation Implementation Plan and integration with the Authority’s Environmental Mitigation Management Assessment (EMMA) system. Position responsibilities will include management and execution of program-wide CEQA/NEPA projects with a focus on technical quality and identifying and addressing methodology, schedule, and legal risks for multiple Environmental Impact Report / Environmental Impact Statements (EIR/EIS) and Supplemental /Recirculated EIR/EISs for Phase 1 of the California High-Speed Rail program.JOB RESPONSIBILITIES:Direct senior and mid-level staff developing standard approaches to technical studies and documentation that meet federal and state regulatory requirements for environmental impact analyses and approvals.Assess methods used in preparing environmental documents, provide guidance to staff and consultants, and respond to technical issues expressed by the Authority, regulatory agencies, consultants, and stakeholders.Review environmental documents for technical and programmatic consistency and establish uniform standards across the Authority’s program to guide project section environmental managers and consultant deliverables.Work with Authority staff and outside legal counsel on resolution of documentation and methodology issues related to CEQA/NEPA compliance, technical adequacy and consistency, and ongoing document review cycles.Establish scheduling, logistics, and resource tracking systems for outside counsel team and Environmental Services/NEPA Assignment Team document reviewers across program.Develop programmatic post-Record of Decision (ROD) Mitigation Implementation Plan that establishes a framework for the Authority and its contractors to manage and audit implementation of CEQA/NEPA mitigation measures and other project commitments as design and construction progress across the program.Review technical documents to promote consistency of environmental documents and establish uniform standards across the Authority's program.Manage implementation and auditing of internal resources experts (a.k.a. College of Knowledge) reviews. Technical assistance and advice for technical reviewers.Develop and participate in developing environmental guidance and policy documents and approaches.QualificationsMINIMUM QUALIFICATIONS:10 years of relevant experience or demonstrated equivalency of experience and/or education including 2 years of leadership.PREFERRED QUALIFICATIONS:Preferred Master's Degree in Environmental Planning, Environmental Sciences, Urban and Regional Planning, Geography, or a closely related field.14+ years of experience delivering environmental clearances for major infrastructure projects and programs.Knowledge of Federal (National Environmental Policy Act, or NEPA) and state (California Environmental Quality Act, or CEQA) environmental law and processes as well as other relevant state and federal laws and regulations. Ability to serve as technical support for the analysis of environmental impact documents in compliance with applicable governing statutes and regulations and be able to develop and oversee compliance with appropriate mitigation measures, their implementation, and ongoing monitoring.Ability to work independently, problem-solve through creative processes and establish partnerships with project management, legal counsel, client representatives, government agencies, and other organizations. The individual must possess demonstrated project management abilities in delivering NEPA and CEQA clearance for infrastructure projects; have the ability to present complex technical information in an easily understandable format and context; and be able to function well in a fast-paced, changing environment under demanding deadlines.Familiarity with the planning and implementation process for major transportation or rail projects.Effectively use Word, Excel spreadsheets, and PowerPoint presentations for analysis of data and presentations.Excellent analytical, verbal, and written communication skills.Additional InformationAll your information will be kept confidential according to EEO guidelines.
