FL (relocation benefits are not available for this position)GOVERNMENT OPERATIONS CONSULTANT IIThis is work assisting the planning and directing with a consultive program to ensure coordination and efficiency among administrative, program and operational aspects of service delivery and providing liaison and consultant capabilities for the solution of operational and management problems. This associate exercises independent judgment in formulating or assisting in the formulation of policies and procedures that have significant impact in the administration of the reemployment assistance program.Analyze adjudication reports, dashboards, quality, and performance for trends, outliers, improvements, and recommendations. Analyze processes and procedures to make recommendations to Adjudication leadership that improve first pay and timeliness rates, improve fact-finding outcomes, increase auto-adjudication rates, improve employer/TPA processes, increase process automation rates, reduce manual effort, improve training outcomes, reduce appeals reversals rates, and improve and/or enhance Reconnect performance related to Adjudication and RA program. Conducts and participates in on-site reviews of reemployment assistance operations. Prepare performance review reports for management. Troubleshoots difficult cases in connection with all aspects of the Adjudication, interacting with claimants, employers/TPA’s, and reviewing difficult issues involving RA. Serves as a consultant to management in regard to ensuring that associates receive appropriate programmatic and technical training commensurate with their job responsibilities and monitors the development of associates.Reviews policy, procedures, and guidelines with regard to the Reemployment Assistance program. Aids in the interpretation of the Florida Reemployment Assistance Law and Federal Regulations pertaining to reemployment assistance. Provides guidance and counsel to management in regard to problems and policies related to programmatic and operational issues and prepares recommendations that aid in the development of uniform policies, instructions, directives, and other procedures in regard to the Bureau of Adjudication. Assists with developing methodology to be used in reviewing and evaluating processes, analyzing data, defining problems, and developing models to arrive at solutions. Coordinates with agency sections in establishing procedures to be used in obtaining statistical data for evaluations. Drafts letters, reports and statistical data relative to the adjudication performance. Provides analysis of reports, dashboards, data, key performance indicators, metrics, and outcomes to determine trends and makes recommendations for corrective actions, when appropriate.Review and provide technical assistance and consult with Adjudication leadership regarding performance of RA statewide processes and federal programs. Aids in the interpretation of the Florida RA Law and Federal Regulations pertaining to reemployment assistance. Advises Adjudication leadership management in regard to problems and policies related to programmatic and operational issues and prepares recommendations that ensure uniformity of policies, instructions, directives, and other procedures in regard to the RA program.Performs other related duties as required.Required Knowledge, Skills, and Abilities:Knowledge of reemployment assistance law, rules, policies and procedures.Knowledge of the methods of data collection and analysis.Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems, document workflow, and other activities relating to the improvement of operational and management practices.Ability to organize data into logical format for presentation in reports, documents, and other written materials.Ability to conduct fact-finding research.Ability to utilize problem-solving techniques.Ability to understand and apply applicable rules, policies, and procedures relating to operational management analysis activities.Ability to plan, organize and coordinate work assignments.Ability to effectively communicate verbally and in writing.Ability to establish and maintain effective working relationships with others.Qualifications:As a condition of pre-employment eligibility, a Level 2 security background screening is required, which consists of fingerprinting and a check of local, state, and national law enforcement records.Minimum:Duties and responsibilities of this position must be performed at the official work site of the Department.Travel may be required.Preferred:At least one year of professional experience in a reemployment assistance or workforce program.Pay:
