The incumbent is responsible for the integrity and confidentiality of data sets under his/her control and may use DOH IT resources to visit Internet sites as needed to perform the duties of this position. The incumbent is responsible for assurance of program standards and development of goals, objectives, policies and procedures for all clinical services/programs at the Bay County Health department. Provides input into executive level decisions. Exercises line supervision over multiple Nurses and Health Support Specialists.This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.DIRECT NURSING CARE:Provides nursing interventions based on the nursing assessment consistent with quality standards as defined by the Public Health Nursing practice based on theory and research. Provides interventions such as teaching and counseling, and the administration of treatments and therapies prescribed by the clinicians. Conducts communicable disease interventions in accordance with the principles and standards of nursing practice to assure safe and competent service. Acts as an advocate for the patient and family. Coordinates plans and intervenes with agency staff and support services in the health department and community agencies to assure continuity of care and expected outcomes using principles of case management. Evaluates care plans and effectiveness of interventions and adjusts each accordingly. Provides timely follow-up of critical laboratory findings. Documents assessments and interventions. Assesses the workload, establishes priorities, adjusts work assignments and directs others to assure the timely provision of services.NURSING SUPERVISOR:

Serves as supervisor of the Clinic. Teaching newly employed nurses advanced nursing arts and methods, evaluates and reviews new hire nurse development by observing their work in clinic. Orients new hires to give them guidance and counseling, instructs in the specialized fields of family planning, sexually transmitted disease, Pap, and breast. Instructs nonprofessional employees in a variety of professional nursing subjects. Participates in observing patients’ physical and behavioral reactions to medications. Participates as a member of a multi-disciplinary team in the planning and implementation of treatment for individual patients. Works in conjunction with specialist physicians to ensure compliance with the specialized medical therapeutic plan. Communicates with attending physicians, other health professionals and agencies to ensure individuals received coordinated approaches to care. Identifies community resources, arranges and coordinates health, education, social, rehabilitative, and economic services for the family. Provides leadership and oversight for assigned programs, activities and personnel to ensure programs provide appropriate and timely service in accordance with public health practice standards and Florida Department of Health and Bay County Health Department requirements.CONTINUOUS QUALITY IMPROVEMENT:

Participates in program evaluation through activities such as review of patient’s records, identifying system problems and making recommendations that can improve patient and family service. Responsible for providing and presenting findings to staff and for the maintenance and updating of program manuals. Identifies recurrent health problems among the clinic population and provides interventions based on findings.SKILL MAINTENANCE:

Maintains skills in public health nursing with special emphasis on administration of immunizations, home visiting, disaster nursing, program follow-up and Basic Life Support (CPR).COMMUNITY ACTIVITY:

Participates in community based health screenings, fairs, occupational/school health activities and community immunizations initiatives. Provides community based group education. Represents the health department on community teams and serves on inter-agency and intra-agency committees. Performs other duties as required.Required Knowledge, Skills, and Abilities:

Must possess excellent communication and organizational skills, moderate computer skills, excellent supervisory skills.Qualifications:

CPR Certification, Licensure as a Registered Professional Nurse.
