The County of Orange, Office of Care Coordination engages across Orange County, working with cities and community-based organizations to strengthen regional capacity and multi-city, multi-sector investments to prevent and address homelessness, coordinate public and private resources to meet the needs of the homeless population in Orange County and promote integration of services throughout the community that improve the countywide response to homelessness.THE OPPORTUNITY

The Special Projects Specialist provides primary support to the Grants and Programs Analyst; provides administrative, fiscal, contractual, and system levels support to the Office of Care Coordination to successfully develop and implement programming funded through federal, state and local grant sources; and works on special projects in support of the Office of Care Coordination. Special projects activities may include but are not limited to research, data collection and analysis, completing grant applications, compiling presentations and informational materials to share with the public, contract monitoring and invoice processing and more. The Special Projects Specialist will have a full range of analytical duties including problem identification, information gathering, fiscal analysis, development of alternative resolutions and recommendations.The primary duties and responsibilities of this position include, but are not limited to:Conducting fiscal data analysis and/or interdepartmental analysis on addressing homelessness, primarily through performance data from County Departments and Agencies and contracted providersDeveloping and presenting community educational materials, newsletters, and/or presentations on data analysisAssist in the application of federal, state and local funding opportunitiesAssist in the monitoring of Office of Care Coordination contracts, including preparation and review of monitoring checklists, review and provide recommendations for improvement of client files and program implementationProvide general contract assistance and technical support and work in collaboration with contracted service providersMaintain accounting logs to ensure program funds are being utilized in appropriate areas and funding sources are being spent effectivelyFinancial monitoring including invoice review and processing, and review of backup documentation to ensure compliance with funding regulationsCollaborating and interacting with various levels of staff, including staff specialist, supervisors, managers, directors and colleagues in other County departments and agenciesDESIRABLE QUALIFICATIONS

In addition to the minimum qualifications, the ideal candidate will possess a criminal justice, healthcare, and/or social services background and have at least one year of experience in grant administration, fiscal management, including budget monitoring and invoice processing and funding sources supporting programs related to homelessness and other hard to serve populations as the Office of Care Coordination focused on improving service delivery for people experiencing homelessness and other hard to serve subpopulations.In addition, the ideal candidate will possess extensive knowledge and/or experience in the following core competencies:Technical Knowledge | Technical Experience

Researching on public policies and procedures related to homelessness, re-entry, and other hard to serve subpopulationsConducting data analysis and/or interdepartmental analysis on addressing homelessness, primarily through performance data from County Departments and Agencies and contracted providersDeveloping and presenting community educational materials, newsletters, and/or presentations on data analysisAssist in the application of federal, state and local funding opportunitiesAssist in the monitoring of Office of Care Coordination contracts, including preparation and review of monitoring checklists, review and provide recommendations for improvement of client files and program implementationProvide general contract assistance and technical support and work in collaboration with contracted service providersMaintain accounting logs to ensure program funds are being utilized in appropriate areas and assist with invoice processingProficiency utilizing Microsoft Suite and other computer related software to perform the duties aboveRelationship Building | Interpersonal Skills
