PROPOSAL Position - Salary Range Pending Based on Award of ContractKnowesis is currently seeking an experienced Project Manager to support the United States Army Medical Materiel Development Activity (USAMMDA) at Ft. Detrick, MD, to oversee the scientific and medical logistics program. USAMMDA is responsible for developing medical products such as drugs, vaccines, devices, and medical support equipment. The candidate will be responsible for managing Project execution, including maintaining the Integrated Master Schedule (IMS), Project Plans, and Quality Management Plan (QMP) and managing overall project execution and delivery activities, ensuring the required outcomes concerning schedules, milestones, and deliverables are met. Manage and oversee all contract personnel and subcontractors' actions to satisfy all program requirements.This position requires a Public Trust security clearance. Must obtain and maintain a NACI clearance and a CAC Card. Additionally, U.S. Citizenship is required (applicants without proof of U.S. Citizenship will not be considered due to the position's security clearance requirement).Duties and Responsibilities include but are not limited to:

Manage all aspects of program activity, including the project's performance, cost, and schedule. Organize, plan, and direct all contractor support activities.Responsible for the development and maintenance of project performance/status reports. Interface with customer project personnel and key stakeholders continuously.Manage and is responsible for the successful completion of all tasks in assigned program areas, including technical work, schedules, milestones, deliverables, as well as financial, contractual, and administrative task activities.Supervise assigned technical and administrative staff, including subordinate supervisors, and perform personnel actions, including hiring and performance evaluation.Direct program activities to meet client and organization work objectives and serve as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.Develop key trusted advisor relationships with customers for which they are the point of contact.Assure quality of products, services, and deliverables, including participating in reviews, audits, and milestone events.Assist in financial management services, including financial analysis, budget, and cost quote preparation, cost management.Coordinate and monitor sub-contractor activities and administer subcontractor deliverables and time cards, contract modifications, reporting, expense reports, and invoicing/billing.Develop, review, and approve plans, schedules, consulting agreements, and other program documents.Prepare and provide various briefings, reports, and technical reviews to senior management as requested and milestone events related to project execution.Ensure compliance with relevant corporate and government policies and standards.Participate in special projects as required.Perform business development activities at all stages, including preparing and reviewing technical and cost proposals.Assume the initiative and provide support to Corporate capture management in identifying future requirements.Manage technical manual products for DOD partners.Work with counterpart Leads and Managers to ensure the needs of the Program are understood, and the performance of assigned projects is properly reported.Implement new tools and processes to streamline processes for better ROI.Direct and ensure the development and delivery of high-quality documentation products and services to technical, business, program, project, and customers across Goldbelt.Hire, retain, train, and oversee a diverse, highly qualified staff of professional technical writers/editors, graphic designers, and publishing specialists.Analyze and develop solutions to improve current processes and ensure others are aware of and adhere to procedures.Provide leadership in helping to create and implement the next generation in people, processes, tools, and technologies.All other duties as assigned.Skills/Qualifications:

Ten years of experience in scientific knowledge in areas of infectious disease, bio-threat or molecular diagnostics.Strong oral and written communication skills.Experience managing projects with an aggregate annual value of over $40M.Active PMP certification.Preferred Qualifications:

DAU Acquisition (or able to obtain within three months).Lean Six Sigma.Required Education Level:
