PURPOSE
World Learning Inc., a global non-profit organization, seeks to build its roster of subject matter experts to provide short-term consultant support to grow its global development portfolio. The experts will contribute to capture and proposal development, including project design and development of technical solutions based on an understanding of best practices and current research. Consultants must have experience with new business development with USAID and multilateral and philanthropic funders. World Learning seeks to identify consultants with experience in at least one of the following geographic regions: Middle East and North Africa, Central Asia, Latin America and the Caribbean, and sub-Saharan Africa.
Description of needs and services
Provide relevant contextual knowledge in countries of experience as it pertains to the subject matter and connect World Learning to key stakeholders or local partners.
Generate written analysis or feedback on evaluations, program reports, assessments, or other technical data and written recommendations for project design that result from proposal-related meetings.
Actively participate in technical design sessions, contributing inputs (written and narrative) around identified topics and solutions.
Develop potential solutions in response to programmatic challenges through desk research and ideation with specialists across the organization.
Contribute to technical narrative sections and annexes that comply with the solicitation.
Participate in quality control milestones, reviewing technical narrative and annex drafts, providing written feedback, and participating in review meetings.
Ensure seamless integration of all inputs and feedback in the assigned technical sections and annexes.
Participate in business development capture trips, collecting information from stakeholders to inform proposal strategy and technical design.
Qualifications
World Learning seeks subject matter experts in the following areas:
Demand-driven skills development; job readiness and soft skill development; technical and vocational education and training; youth employment systems strengthening; private sector partnerships; labor market and value chain assessments; entrepreneurship development; green jobs; women's economic participation; and mentorship (not an exhaustive list).
Ability to synthesize large amounts of relevant technical information into concise work products.
Bachelor's degree in international relations, international development, international education, or related field and at least seven years of relevant experience; master's preferred.
Strong technical writing and design skills; USG proposal writing skills preferred.
Five years of experience in program design and field experience implementing projects.
Familiarity with USG requirements for proposal compliance and responsiveness.
Evaluation Criteria
The consultancy award will be based on factors, including best value, consultant qualifications, and past performance experience on activities with similar scope, interviews, and references.
