The mission of the Hartford HealthCare (HHC) Office of Emergency Management (OEM) is to support HHC’s clinical and operational objectives by assisting our patients, customers, staff, and community partners to plan for, respond to, and recover from emergencies. The Hartford Region Manager of Emergency Management will provide a leading role in supporting HHC to be increasingly successful in Emergency Management by leveraging HHC OEM’s five core capabilities: (1) program management, (2) emergency operation plans, (3) response structure, (4) emergency communication system, and (5) training, drill, and exercise.This role will report to the Senior Director of Clinical Operations and will partner with other entity and SSO leadership as assigned. This role may directly or indirectly support Hartford HealthCare organization(s) such as acute care hospitals, behavioral health network, physician organizations, rehabilitation, home services, and/or senior services.Job Responsibilities:Provide project management and support for workgroups, committees, and annual initiatives.Coordinate, participate, mentor, and lead HHC to engage in annual goals, milestones, and regulatory requirements related to HHC’s cyclical emergency management processes.Support all aspects of the local Emergency Management Program and ensure uniformity of practice.Collaborate, develop, post, and share plans, policies, and procedures related to program management or response.Investigate, research, make recommendations, and implement smart practices in Emergency Management and safety.Provide operational support, a response structure, and leadership to HHC before, during, and after emergencies.Provide operational support and leadership with standard practices and tools such as decontamination, response to mass casualty incidents, emergency notification systems, and electronic emergency management resources.Assist and lead in the planning, coordination, and delivery of emergency training, drills, and exercises for all levels of the organization.Develop and sustain internal and external relationships to support the Emergency Management Program.Respond to emergencies outside of normal business hours or participate in an on-call system.Minimum Requirements:Bachelor’s degree in public administration, healthcare administration, public health, business administration, program management, leadership, fire sciences, criminal justice, paramedicine, government, non-profit management, or related fields.Master’s Degree in related fields preferred.2-5 years of general Emergency Management experience required.2 years of experience with Hospital Preparedness Program (HPP), Public Health Emergency Preparedness (PHEP), or other similar grant programs preferred.Experience responding to emergencies preferred.Licensure, Certification, Registration:Valid driver’s license is required.ICS 100, ICS 200, NIMS 700, NIMS 800.Preferred Licensure, Certification, Registration:Previous or current service in first responder or clinical community including firefighting, law enforcement, emergency medical services (EMT, Paramedic), registered nurse, among others.ICS 300, ICS 400.Experience or certification in Homeland Security Exercise and Evaluation Program (HSEEP).Master Exercise Practitioner (MEP).International Association of Emergency Managers Associate Emergency Manager (AEM) or Certified Emergency Manager (CEM).Center for Domestic Preparedness (CDP) Healthcare Leadership for Mass Casualty Incidents (HCL).Center for Domestic Preparedness (CDP) Hospital Emergency Response Team Training and Train-the-Trainer (HERT T T).Knowledge, Skills, and Ability Requirements:Demonstrate a positive attitude in support of the organization’s mission, vision, and values.Focused on providing an exceptional experience to our patients, customers, staff, organizations, and internal and external partners.Demonstrated knowledge of the principles and practice of healthcare, emergency management, safety, security, and public safety.Demonstrated ability to provide leadership, grow engagement, manage multiple relationships, and influence organizations, leaders, and staff.Excellent verbal and written communication skills including the ability to prepare and present material, documents, and instill confidence in the content provided.Proven ability to identify opportunity areas, create solutions, and implement standard work across a large organization.Capability to independently analyze and solve a variety of difficult situations, problem events, and emergencies.Exceptional attention to detail and ability to handle tasks independently.Strong skills in Microsoft Office, general technology, and electronic emergency management tools and resources.Knowledge of regulatory requirements such as CMS, Joint Commission, OSHA, NFPA, among others.Ability to work flexible hours including evenings and weekends during an emergency or disaster.Must be willing to travel to all Hartford HealthCare locations.We take great care of careers.
