Oversees all functions of the Physical Plant department, including construction projects, grounds, maintenance and custodial.

Supervises: Assistant Coordinator of Custodial Services, Assistant Coordinator of Grounds Services, Coordinator of Construction Projects and Facilities, and Physical Plant Support Specialist, physical plant staff

Reports to: Vice President of Institutional Resources

Principal Working Relationship: Cabinet, Assistant Coordinator of Custodial Services, Assistant Coordinator of Grounds Services, Assistant Coordinator of Maintenance Services, and Coordinator of Construction Projects, contractors, compliance officers and insurance agents.

Major Responsibilities / Assists With / Risk Management

Primary Responsibilities:

Oversees all functions of the Physical Plant department.

Implementation, communication, and assurance of compliance with EPA, OSHA and all other regulatory laws.

Oversee the energy management and building control systems.

Ensure compliance with ADA/504 and safety rules and regulations of the government at the federal, state, and local levels.

Conduct all inspections and safety audits ensuring compliance with all environmental and occupational health and safety requirements.

Provide training to staff by demonstrating proper use of equipment, materials, and the performance of specific tasks to meet quality standards.

Evaluate and provide frequent feedback to Physical Plant team including yearly and probationary evaluations.

Develop, update and manage workplace safety procedures, programs, and policies.

Develop and maintain the Physical Plant department budget.

Prepare and submit to the Vice President reports and documents related to construction and physical plant operations necessary for the college.

Responsible for the operation and maintenance of all physical facilities and related personnel.

Responsible for the preparation and timely submission of required reporting and compliance documentation.

Develop and maintain a preventative maintenance and renovation program for all campus facilities and systems.

Responsible for project management of all facets of capital construction projects, including College Board and ICCB approvals, initiating and completing all project components and activities, supervision of construction contracts, and appropriate insurance coverages.

Coordinate all Public Health and Safety Projects (PHS).

Coordinate all necessary inspections of all district facilities by the college’s insurance underwriters.

Serve as the college’s liaison with state and federal emergency response agencies, i.e., IEPA, EPZ, FEMA, etc.

Develop and assess outcomes for departmental initiatives and activities. Report associated metrics and make data-driven decisions regarding plans and actions.

Other duties as assigned.

Assists With:

The Risk Management efforts of the college, including participating on the Risk Management committee.

The development of Physical Plant policies and procedures to be recommended to the Cabinet.

Inventory of all college equipment and property.

Risk Management and Loss Prevention Activities:

Actively participate in and carry out activities in support of the college Risk Management Program appropriate to this position.

Monitor conditions, events, and circumstances present in the college operation to avoid potential torts or injuries to students, staff, or the general public, and communicate observations to the appropriate supervisor and/or Risk Management Committee.

Maintain a working knowledge of the college’s emergency procedures and how to operate emergency phone systems, including internal/external call boxes.

Minimum Necessary Skills, Experience, and Educational Background

Minimum Necessary Education, Skills, and Experience:

Bachelor’s degree or 120 semester hours college credit or equivalent experience required.

Supervisory experience required.

Experience in a community college is preferred.

Excellent verbal and written communication skills.

Valid driver’s license required.

Must be organized, able to work independently, prioritize assignments, and work with multiple projects simultaneously.

Working knowledge of computer systems and software.

The ability to communicate successfully with clients of all ages, socio-economic status, gender, or race.

Exhibits integrity and professionalism.

Spanish or French proficiency preferred.
