Role: Framework Strategy ManagerLocation : Kings Hill/RemoteSalary : £50,000 to £55,000pa DOE (Plus performance bonus)LASER, part of the Commercial Services Group, are looking for an enthusiastic and dedicated Framework Strategy Manager to join their high performing team. The Framework Strategy Manager is accountable for developing and implementing a strategy to procure and maintain a range of public sector compliant purchasing frameworks that align to the strategic direction of the Energy & Carbon division.The Framework Strategy Manager plays a critical role in understanding the direction of the Energy & Carbon division’s markets and ensuring existing and new frameworks are procured that are comprehensive, flexible and easy to use, contractually robust and performance managed throughout their duration.LASER is a provider of de-carbonisation and energy services for the public sector based in Kings Hill, Kent. Our story began in 1989 when Kent County Council established us as the energy division of Commercial Services Group (CSG), which is wholly owned by Kent County Council. We were tasked with helping public sector organisations throughout the UK achieve their energy cost reduction goals.
Key duties -Strategic
Planning:
Develop and own a strategic plan for framework development,
adoption, and optimisation aligned with the Energy & Carbon Divisions
goals and objectives by setting targets, developing plans to achieve those
targets, and outlining the actions and initiatives required to implement
the plan effectively.Framework
Development:
Lead the development of frameworks tailored to the Energy
& Carbon Division’s customers’ existing and emerging requirements,
ensuring they are compliant to public sector procurement processes, they
are competitive and that they adhere to industry standards and best
practices.Framework
Procurement:
Produce ITT documents (with input from internal client)
which comply with procurement regulations and CSG standards. Plan and
manage procurement process from start to finish, report progress, blockers
or concerns to senior management. Advertise tenders, receive responses,
evaluate responses (with support of wider E&C team members) and
administer framework contracts.Leadership
and line management : Provide strong leadership and line management
support to direct reports and build/develop a strong and positive culture
across wider indirect report network.Commercialisation :
Leveraging and monetising frameworks, both existing and new, to ensure the
offer is commercially beneficial to the business but also demonstrates
good value for money to its customer base.Performance
Measurement:
Establish metrics and KPIs to measure the effectiveness
of frameworks and track their impact on organisational efficiency and
productivity.Continuous
Improvement:
Drive continuous improvement efforts to optimise existing
frameworks based on feedback, usage data, and changing business
requirements. Work specifically on optimizing and broadening our offer for
self-serve frameworks.What we need from you –CIPS
Qualified to level 5 and working towards level 6Experience
of developing, owning and implementing a strategic plan, aligned with
business objectives and outcomesExperience
of category and framework managementExperience
in effectively managing procurement activities and in negotiating
beneficial contracts for both E&C and its customersExperience
operating at Senior Management level, including managing other Senior
Managers and professionals.Demonstrable
success of team leadership, either through formal management
responsibility or a history of mentoring / supporting / developing senior
level colleaguesCommercially
astute – possess the intellectual curiosity, capacity and capability to
analyse complex issues, make well-judged decisions and take timely actionAn
