DEFINITIONUnder the general direction of the Chief of Staff, the Grants Coordinator/Government Affairs Analyst will assist in the management of NCTD’s discretionary grants program and government affairs activities.

Distinguishing CharacteristicsThis position is distinguished by its overall responsibility for coordination of NCTD’s discretionary grants program, including the pursuit of funding opportunities from federal, state, and local agencies. The Grants Coordinator/Government Affairs Analyst must have excellent writing skills and the ability to synthesize complex project reports into a narrative application that meets the specific grant program requirements. The position will also assist with government affairs activities with state/federal executive and legislative bodies and other regulatory agencies. The position must possess the ability to handle multiple deadlines and changing priorities.

Supervision Received and ExercisedThis position reports to the Chief of Staff. The position will work closely with Divisions within NCTD as directed by the Chief of Staff, including but not limited to the Finance, Planning and Communications, Bus Operations, Rail Operations, and Development Services Divisions. The position has no supervisory responsibility.

Working ConditionsNormal working conditions for this position are in both an office and field setting. Business travel is required periodically to visit legislators and funding agencies, and various offsite business meetings. This position may require, as necessary, evening and weekend work.Essential FunctionsProvide communication and guidance to the Chief of Staff on upcoming grant programs and the development of grant applications for The District.Research funding opportunities from government agencies and other sources that align with NCTD’s project priorities and strategic objectives.Write and prepare grant proposals, including narratives and supporting documents, in accordance with the requirements of funding agencies.Collaborate with cross-functional teams from applicable Divisions and external agency partners to gather information and develop compelling grant proposals.Manage the grant application process from start to finish, ensuring that deadlines are met, and all required materials are submitted accurately and on time.Maintain a comprehensive database of grant opportunities, applications and outcomes, and provide regular updates to the Chief of Staff and other stakeholders.Remain informed about emerging trends and best practices in grant writing and funding mechanisms within the public transportation industry.Assist the Chief of Staff in garnering support for projects and grant applications, including identifying key stakeholders and drafting letter of support templates.Assist the Chief of Staff in engaging consultant partners to draft complex applications and benefit-cost analyses, including proofreading materials and attending regular meetings to manage contracted support.Assist the Chief of Staff in communicating NCTD’s position on issues and activities to federal, state, and local agencies as well as associations and advocacy organizations, including assisting in the preparation of written and oral testimony, reports, memos, letters, and other forms of communication as deemed appropriate.Track federal, state, regional, and local issues and activities that impact NCTD operations.Monitor legislation and proposed regulatory actions at the federal, state, and local level that may impact NCTD.Translate complex materials into concise and compelling summaries.Compose and proofread letters, memos, and other correspondence.Perform other duties as assigned.Education/ExperienceA college degree in public administration, business administration, finance, political science, economics, or related field from an accredited college or university is required.Previous experience in grant writing, public agency and/or legislative program management, including working in a federal or state legislative capacity, is desired but not required.A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.

Certificates/LicensesPossess and maintain a California driver’s license, Class C, and a satisfactory driving record for the last five years.Maintain compliance with the District’s policies regarding Conflict of Interest and Ethics.

The employee must possess the ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions, and work with office equipment and lift equipment up to 50 pounds on a periodic basis. The employee must be able to hear, see, and communicate verbally to exchange information. The employee must be able to physically travel between District locations and other destinations, work in the evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain as is typical along a railway right of way. The employee may be subject to fumes, odors, dusts, gases, and chemicals. The employee must be able to walk, climb, balance, bend, carry, push, reach, sit, and stand for prolonged periods of time.
