Under the direction of the Chief People Officer, the Human Resources Director is responsible for the day-to-day management and oversight of all aspects of human resources activities in general personnel management including compensation, benefits, employer/employee relations, labor relations and negotiations, recruitment and selection, classification, workers' compensation, training, employee and organizational development, and the drug and alcohol program. Ensures human resources functions are conducted in accordance with all applicable federal, state, and local laws, rules, and regulations.Distinguishing CharacteristicsThe position is distinguished by its overall responsibility for the day-to-day management and oversight of the District's human resources operations, ensuring that personnel and organizational development needs are met with the highest level of service and support. The position focuses on delivering high-quality HR services and support across all functional areas, including recruitment, employee relations, benefits administration, training, and compliance with employment laws and regulations. The Human Resources Director plays a key role in fostering an inclusive and productive work environment through direct interaction with staff at all levels at all NCTD sites, ensuring the successful implementation of HR policies and procedures.While collaborating with various Divisions, the Human Resources Director is primarily focused on tactical and operational HR functions that ensure smooth daily operations. This includes labor relations, employment disputes, employee relations, managing the recruitment and onboarding processes, overseeing performance management, and ongoing division initiatives ensuring compliance with District policies and legal standards. This role serves as a vital point of contact for employees and management, providing timely and effective HR support.Although this position handles the operational side of human resources, it remains closely aligned with the strategic direction set by the Chief People Officer, ensuring that the HR department's day-to-day activities support the District's broader goals.The individual in this position is designated as a Confidential Employee as they will be privy to highly confidential and sensitive information on internal District matters pertaining to the decision-making process on matters relating to potential and current litigation, labor relations and/or personnel and employment, and other items of general legal and/or liability concerns. This position is designated as “at-will” in accordance with the NCTD Employee Handbook.Supervision Received and ExercisedThis position reports to the Chief People Officer and is responsible for the direct supervision of department staff. This position provides advice and counsel and/or guidance to the work of other managers relative to human resources matters. This position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.Working ConditionsNormal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultant’s facilities, and other locations as required. Due to the nature of transit operations, job duties necessitate working beyond normal office hours to accommodate staff needs which include evenings, nights, weekends, and holidays.Essential FunctionsDuties may include, but are not limited to, the following:

Manages the daily administration of the Human Resources Department.Identifies, recommends, and implements internal policies, organizational structures, work processes, and management practices to improve the use of human resources (HR) throughout NCTD.Participates in organizational strategic planning, representing HR needs, contributions, and perspectives.Identifies applicable labor/employment laws, rules, and regulations impacting the HR function. Collaborates with General Counsel Department staff to ensure proactive, compliance-focused efforts throughout the District.Serves as Drug and Alcohol Program Manager/Designated Employer Representative; ensures District and any covered Contractors comply with applicable FTA and FRA regulations as it relates to the HR function and the drug and alcohol program.Prepares for and participates in regulatory agency audits.Oversees NCTD compliance with conflict of interest, ethics requirements, and state-required training for supervisors and managers.In collaboration with General Counsel, develops, reviews, revises, and implements HR policy/procedure to ensure compliance with applicable legal guidelines and alignment with District culture and mission.Supports labor relations matters between the District and labor unions, including providing support and assistance to supervisors on labor relations issues.Oversees all recruitment and retention programs, with the goal of attracting and retaining high-caliber staff in support of NCTD’s mission and strategic/business plans.Oversees employee relations efforts by recommending programs and practices that enhance the connection between the District and its employees.Oversees performance management programs and systems. Recommends improvements and enhancements to ensure alignment with District mission and operational need.Supports implementation of District training programs through collaboration with the Training & Organizational Development Department to ensure provision of comprehensive staff development offerings.Coaches supervisors on personnel matters. Brainstorms multiple outcomes and guides supervisors to implement corrective measures in early stages to achieve positive resolution.Supports the process for all involuntary separations, including development of appropriate separation agreements for sensitive terminations in conjunction with CFO, General Counsel, and Executive Director. Oversees all separation meetings.Oversees the management and administration of all employee benefit programs.Participates in the preparation of Department annual budget and multi-year projections. Monitors expenses and recommends adjustments to achieve annual results within goals.Hires, trains, supervises, reviews, disciplines, and terminates subordinate staff as needed and in accordance with District policy.Performs other related duties as assigned.Experience/EducationBachelor’s Degree in human resources, business administration, industrial psychology, organizational behavior, or related field required.Minimum ten (10) years human resources experience, including experience in a unionized environment.Minimum five (5) years of management and supervisory experience.Previous public sector and/or transit experience desirable.A combination of experience/skills and education to fulfill the requisite knowledge, skills, and abilities for this position may be considered.Certificates/LicensesCertification by the Human Resources Certification Institute preferred. (Professional in Human Resources – PHR or Senior Professional in Human Resources - SPHR) or the ability to obtain within 12 months.Possession of and the ability to maintain a California driver’s license, Class C, with less than 6 points in the preceding 36 month period and no DUIs for the preceding 7 year period.Maintain compliance with the District’s policy regarding Conflict of Interest and Ethics.Must be able to obtain and maintain annual access to Marine Corp Base Camp Pendleton.Must be able to become RWP Qualified on NCTD owned railroad properties.General RequirementsExpert knowledge of federal and state employment regulations, EEO guidelines, recruiting and selection practices, and principles and theories of human resource management.Strong knowledge of labor relations rules and regulations.Ability to maintain confidentiality and handle difficult situations with diplomacy and tact.Expertise in multiple areas and demonstrated use of high-level discretion and judgment in execution of duties required.Ability to manage and maintain simultaneous, transitional, and emerging priorities. Ability to make decisions, solve problems, resolve conflicts, exercise resourcefulness, and prioritize tasks to meet a variety of demands.Strong analytical and problem-solving skills.Exceptional communication skills, both verbal and written, including the ability to prepare and deliver clear and concise reports.Ability to establish cooperative working relations with NCTD personnel at all organizational levels.Demonstrated proficiency in computer software programs, particularly the Microsoft Office Suite. Experience with enterprise resource planning systems is a plus.Physical RequirementsThe physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of this job.
