ORBIS is looking for a Program Control Analyst to support our finance team.

We are seeking a highly experienced Program Control Analyst with a deep understanding of government contracting and proficiency in Deltek Costpoint. This role is essential for ensuring the financial success of our projects by partnering with Project Leaders to ensure accurate and timely cost and revenue processing, billing, collections, monthly reporting, and forecasting.The ideal candidate will bring strong project management, technical, and business acumen to the table, providing critical financial analysis to maximize our contract vehicles while ensuring profitability.

This position requires mostly in-office presence in McLean, VA but includes some flexibility for remote work.

Key Responsibilities

Contract Setup & Management:

Review new and modified contracts, collaborate with Project Managers, and create and maintain project charters and detailed schedules. Facilitate internal approvals, ensuring updates are communicated to relevant stakeholders. Maintain relevant documentation and initiate project administrative actions.

Deltek Costpoint Administration:

Record new contracts and modifications in the Deltek Accounting System, including contract values, schedules, workforce management, billing rates, and revenue settings.

Stakeholder Collaboration:

Work closely with Divisional Executives, Project Managers, technical leads, Contracts, and Accounting teams, and interface with Clients, subcontractors, and others as required to carry out key responsibilities.

Government Reporting:

Prepare and submit government contracting reports, including Program Management Plans (PMPs), Monthly Status Reports (MSRs/MCSRs), and Closeout reporting. Attend and coordinate Post Award Orientations and related status meetings.

Resource & Financial Management:

Analyze and monitor resource management across projects, including financial management of Fixed Priced Level of Effort contracts.

Invoicing & Accounts Receivable:

Generate and issue invoices based on client billing schedules and requirements, record invoices in Deltek Costpoint, monitor accounts receivable, and follow up on past-due accounts.

Financial Analysis & Reporting:

Conduct internal financial management, analysis, and reporting for projects, including scheduling, utilization, ETC and EAC preparation, revenue, profitability, AR status, and cost projections.

Proposal, Pricing, and Budgeting Support:

Prepare, analyze, and maintain financial data to support proposals, pricing, financial management, and forecasts. Assist with annual planning, baseline development, variance analyses, and cost estimating.

Training & Coordination:

Coordinate monthly Project Manager Meetings and provide annual training and guidance on relevant financial management practices.

Skills, Knowledge and Expertise

Education:

Bachelor's degree in Business, Finance, or related field

Experience:

5+ years of program coordination, billing, and/or contracts experience within the U.S. government contracting environment.

Technical Skills:

Recent experience with Deltek Costpoint is required.

Proficiency in financial and operational reporting with the ability to perform these functions independently and with attention to detail.

Software Skills:

High proficiency in Microsoft Office, particularly Excel (formulas, functions, charts, and data management).

Communication:

Excellent verbal and written communication skills in English, along with strong interpersonal abilities.

Organizational Skills:

Demonstrated organizational abilities, including attention to detail, time management, and problem-solving capabilities.

Clearance:

Secret clearance preferred.

All candidates must be a US Citizen and able to obtain and maintain a US Secret level Clearance.
