Labor Compliance Specialist (Hybrid)

The position of Labor Compliance Specialist has been created to support the accounting department with a variety of accounting-related functions. The labor compliance specialist is a highly motivated individual with a positive attitude and willingness to help others. Must be dependable and have excellent organization and communication skills. Strong ability to handle a large volume, multi-task, while successfully assessing priorities, and analyzing problems. This individual will have experience with reviewing compliance documents and exposure to labor unions.DESCRIPTION OF DUTIES & SCOPE:Responsibilities:Review weekly certified payroll reports to ensure accuracy and compliance with state and federal prevailing wage requirements.Weekly submission of certified payroll reports through DIR, LCPtracker, eMars, PRISM, owner portals, or others as required.Complete, submit and manage labor compliance documents, including but not limited to DAS140, DAS142, fringe benefit statement, and labor law checklist, accurately and timely, as required for each job.Manage and organize all incoming labor compliance documents received via mail or email by subcontractor per job.Establish initial contact with subcontractors on a job via standard labor compliance welcome packet outlining the prevailing wage requirements of the job.Obtain LCPtracker Info Sheet from subcontractors and assign contractor to the project on LCPtracker.Maintain listing per project, outlining subcontractors and tier subs, and all documents required on the specific job.Respond to internal and external inquiries regarding certified payroll and compliance document matters.Assist with monitoring contractor, subcontractor and sub-tier activity during the course of construction to ensure contractor compliance with State Labor Law requirements and Federal Labor Standards Provisions including prevailing wage requirements and Davis-Bacon and related Acts (DBRA).Participate in third-party / Government reviews, audits, and inquiries, working in conjunction with the Labor Compliance Administrator.Participate in labor compliance training classes/seminars for stakeholders, program employees, and contractors.Work collaboratively with team members and other departments to achieve organizational goals and objectives.Perform other related duties as assigned.QUALIFICATIONS:Minimum of 2-3 years’ experience with prevailing wage requirements and certified payroll report submissions in the construction industry.Proficiency in managing various labor compliance forms, including but not limited to DAS140, DAS142, fringe benefit statements, labor law checklists.Attention to detail and problem-solving skills.Proficient in the Viewpoint Vista payroll or experience with other payroll software.Proficient in Word and Blue Beam and at an intermediate level of Excel.Ability to work independently, accurately, and resourcefully, yet intuitively know when and how to inform, verify, collaborate, and escalate.Ability to work in a dynamic environment across the Filanc organization, providing compliance status to a variety of teams and senior management.Possess a high level of interpersonal skills to handle sensitive matters and confidential situations.Excellent time management skills and the ability to multi-task and prioritize work.Working Conditions:All work is performed in the office environment, utilizing computers (frequent use of MS Office tools such as Word, Excel, and Outlook as well as Viewpoint and Procore) telephones, and general office equipment.
