WHAT IS THE INFORMATION TECHNOLOGY (IT) DIVISION?A description of the business units can be found at:Fifteen (15) vacancies will be filled in the following specialty areas:IT - Information TechnologyThe following are the duties of this position at the full working level:Knowledge of management techniques, methods, theories, principles, and labor relations concepts to assure optimum utilization of personnel, equipment and space and to accomplish program objectives through combined analytical technical and administrative oversight.Extensive knowledge of the IT and IRS organization, functional roles and perspectives, operational responsibilities, projects, project interrelationships, project flow, project workload, work processes, and procedures, as related to IT Services and its customers in order to provide guidance and leadership in carrying out program strategies and to ensure policies and plans include a long-term outlook consistent with customer needs.In-depth knowledge of a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to guide subordinate staff in identifying and measuring program development or execution, and improving organizational effectiveness and efficiency.Knowledge of the principles of project and program management, resource tracking, administration, and resource utilization in order to develop plans and schedules, estimate resource requirements, define milestones and deliverables, monitor activities, and evaluate/report on accomplishments.Conditions of EmploymentMust be a U.S. Citizen or National and provide proof of U.S. Citizenship.QualificationsThe Fair Chance to Compete for Jobs Act prohibits the Department of Treasury and its bureaus from requesting an applicant's criminal history record before that individual receives a conditional offer of employment. To be qualifying for this position your experience should be sufficient to demonstrate:Experience with management techniques, methods, theories, principles, and labor relations concepts, to assure optimum utilization of personnel, equipment, and space for the accomplishment of all program objectives with combined technical and administrative oversight.Experience applying regulations, other official guidance and principles, including the latest procedures and techniques sufficient to oversee the planning, development and implementation of the technical aspects of programs specific to the position being filled.Experience applying basic budget management principles and practices (i.e. ability to maintain and manage financial resources).Experience applying communicative techniques to effectively and diplomatically interact with internal and external customers.EducationFor positions with an education requirement, or if you are qualifying for this position by substituting education or training for experience, submit a copy of your transcripts or equivalent. An official transcript will be required if you are selected.A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.FOREIGN EDUCATION:
