Hiring Range is $103,750-$129,687. An offer above the hiring range may be considered based on qualifications. The max pay is $155,625.

The Chief Building Official supervises the permitting and inspection of all building construction and adheres to and enforces building codes for all buildings in Eagle County.

$5000 bonus: $2500 sign-on bonus, paid out on employee’s first paycheck & up to $2500 retention bonus, paid out after 6 months of employment, based on attendance and performance.

Schedule: Generally Mon-Fri 7am-4pm. Some remote work and/or other flexible work arrangements may be available.

Essential Functions:Leadership:

Directs all activities of the division and supervises team members; communicates ideas, issues and solutions to the Director, County Manager, Board of Commissioners, and other departments.

Hires staff, evaluates their work performance, and instructs/coaches them on the policies, regulations and programs administered by the Building Division.

Formulates and implements operational procedures and divisional/departmental procedures.

Coordinates and supervises the division’s operations and staff, including scheduling, specifying procedures, equipment and staffing, planning short and long range goals.

Implements training programs and work objectives. Prepares training programs to build resource capabilities in alignment with the Division and Eagle County’s goals and objectives.

Supervises the customer service functions of the division. Addresses technical difficult questions from customers regarding information on building regulations and requirements.

Fiscal Management:

Prepares and monitors the division’s budget.

Presents budget to the Director, finance department, BOCC, County Manager.

Monitors expenditures and revenues in cooperation with the Director.

Responsible for authorizing expenditures and monitoring revenues, and generating reports.

Policy & Plan Review:

Develops and implements division/department policies, procedures while developing the division’s strategic plan.

In conjunction with the Director, develops, maintains and updates the county’s land use plans, building resolution, community plans, land use regulations, and development review activities, to align with Eagle County’s strategic plan.

Communication:

Negotiates with fire districts, municipalities and other agencies to ensure the facilitation, creation and implementation of intergovernmental agreements.

Coordinates with the Director to communicate with various agencies regarding land use programs, building permit processes, between local jurisdictions, special districts, state agencies and the county.

Makes presentations, both oral and written, regarding the division’s work to various internal and external agencies, community groups, Planning Commissions, Zoning Boards, fire districts and County Commissioners.

Coordinates the response of outside referral agency and updates building codes/recommendations of permits to reflect their responses.

Represents the division/department to the public and news media.

Building Code Management:

Enforces the Building Resolution and all applicable codes.

Assists staff and general public in the interpretation and application of building codes.

Develops and prepares for adoption of new codes and changes to Building Resolution. Makes presentations to legislative bodies regarding proposed changes.

Coordinates the complete building permit process from application to completion. Reviews and approves permits including valuation determinations, fees and refunds. Authorizes the expiration, suspension or revocation of permits.

Directs and coordinates the plan checking process and routes plans to all applicable departments for review and approval. Verifies that drawings for new construction, renovations, alterations, additions and repairs are code compliant.

Oversees the building inspection process and performs building, plumbing, mechanical and related inspections of commercial and residential construction projects to ensure code compliance.

Determines and authorizes appropriate building occupancies, stop work and occupancy violations.

Other:

Ensures technology needs are met through hardware and software procurement, installation, maintenance and monitoring.

Maintains master files on all permits and oversees the storage of all records and plans.

Manages contracts, as necessary.

Conducts follow-up inspections to be used in evaluation of inspectors’ performances.

Reviews and approves daily inspections schedules, time-off requests, and plan reviews.

Performs on-call emergency inspections and evaluations as necessary.

Assigned the responsibility of a county vehicle.

Observes safety and security procedures, uses equipment and materials safely and reports potentially unsafe conditions.

Serves the community by demonstrating Eagle County Government mission and core values and following relevant policies and procedures.

Other duties as assigned.

Qualifications:Education, Experience, Licensure, Certification, or Registration:

Five years of building construction and inspection training/experience including two years of experience managing others or any combination of training and experience which provides the required knowledge, skills and ability.

Associate’s or Bachelor’s degree required from an accredited college or university with emphasis in Building construction/management Technology, Architecture or Engineering – preferred.

Combination of 4 nationally recognized certifications: Building Inspector, Plans Examiner, Mechanical Inspector, Electrical Inspector, Plumbing Inspector, Accessibility Inspector/Plans Examiner, or other approved certifications.

Hold and maintain Certified Building Official (CBO) certification with the International Code Council – highly preferred or the ability to obtain within the first year.

Requires a valid driver’s license and a satisfactory driving record.

Knowledge, Skills and Abilities:

Knowledge of principles and practices of land use regulations, code enforcement and environmental health administration, building procedures and practices, and the building resolution as currently adopted.

Building construction, project management and code compliance methods and practices, including a working knowledge of construction techniques, materials, means and methods.

Relevant laws and other legislative issues affecting development.

Principles and practices of applicable construction, electrical, plumbing codes, environmental and code enforcement and zoning ordinances.

Record keeping, report preparation, filing methods and records management techniques.

Applicable state, federal and local laws, rules and regulations.

Budgetary and administrative principles and practices, including goal setting and program budget development and implementation.

Ability to communicate effectively in person, on the phone, or via email.

Ability to write technical information in an understandable format.

Provides excellent customer service, both internally and externally in a tactful, clear and courteous manner while striving to exceed customer expectations; remains calm and focused in stressful and sometimes challenging situations.

Makes well reasoned and timely decisions based on careful, objective review and informed analysis of available considerations and factors. Considers the relative costs and benefits of potential actions to choose the most appropriate one.

Proficient in the use of information technology, including email, web navigation and software such as Google Suite or Microsoft Office applications. Experience with Google Suite is preferred. Knowledge of permitting and plan review software required.

Ability to speak Spanish helpful.
