The starting salary offer will be determined based on the successful candidates’ qualifications within the starting salary range of $71,034 to $92,000 annually. Please note that there is career salary growth beyond this starting range for the successful candidate.

Hybrid:

Our physical office is in Olympia, WA. We offer flexible work schedules and locations. This is a hybrid position where most of the work allows for telework. However, you will need to travel to in-person activities, meetings, and events according to business needs.

The job opportunityAs a

Director Review Specialist,

you will serve as a Subject Matter Expert in the Director’s Review Program for the Office of the State HR by obtaining and reviewing simple to complex employee Director Review requests, remedial action requests, performance evaluation process or procedures, Washington Management Services (WMS) Band inclusion/exclusion requests, applicable examination results, removal from applicant/candidate pool and removal of name from the layoff list and issuing clear and concise decisions based on the merits of each case and in compliance with laws, policies and procedures to ensure a fair review process.

DutiesWhat you will work on:

Conduct Director Reviews for allocations and issue decisions and write determinations with clear and concise language based on the merits of the case.

Review case file documents and schedule and conduct a conference between parties if needed. Compare Position Descriptions, exhibits and job specifications for current and desired classifications and consider all relevant job classifications.

Use expert knowledge of principles, concepts, practices and procedures of the Washington state compensation structure, job classifications, Director Review and Appeal Chapters in Title 357 WAC and IT Professional Structure job families to analyze Position Description and job specifications and make determinations that impact the allocation of employees’ job positions for all state agencies and higher education institutions within Washington State.

Conduct Director Reviews for other actions as outlined in WAC 357-49-010, make decisions and issue determinations. Reviews of cases involving name from layoff list, performance evaluation process or procedure issues, remedial action requests and WMS inclusion/exclusion. Review and analyze written materials, research issues and previous Director Review decisions, Personnel Resource Board case precedent, laws and rule and employer policies and procedures to prepare written determinations.

Develop and implement Director Review procedures and processes for new job classification structures. Develop new classification structure templates. Monitor Director Review requests and provide monthly reports.

Utilize expertise of the Washington state Job Classification Plan including but not limited to the state’s IT Professional Structure and WMS.

Troubleshoot and resolve case specific issues, track problematic class specifications and share challenges and insight with peers and Office of Financial Management State Human Resources Classification staff.

Monitor Director Review inbox and timely respond to emails using knowledge of civil service rules, regulations and procedures.

QualificationsWhat we need you to bring:

Required Qualifications

Bachelors degree in business, human resources or public administration and one year researching and writing reports or decisions.

OR Associate degree in business, human resources or public administration AND three years researching and writing reports or decisions.

OR Five years of human resources experience including researching and writing reports or decisions.

Intermediate proficiency using Microsoft Word, Excel and Outlook.

The following qualifying experience may be substituted for the education requirement on a year for year basis:

Professional level experience conducting employee hearings and writing appeal decisions that were subject to review by a higher authority.

OR Working knowledge of allocating positions in the state of Washington's classification system, including a clear understanding of the IT professional structure.

Desired Qualifications

Two (2) or more years of professional level experience conducting employee hearings and writing appeal decisions that were subject to review by a higher authority.

Professional experience working with parties who are in conflict.

Working knowledge of allocating positions in the state of Washington's classification system, including a clear understanding of the IT professional structure.
