Public Works Parks and Open Space Division is looking to hire!!!!We are looking for a person who is passionate about advancing clean water initiatives and reducing environmental impacts on Eugene’s urban landscapes and who demonstrates excellent communication and organizational skills paired with experience in leadership, customer service, and asset management. The Green Infrastructure Section’s motto is clean air, clean water, healthy community. The services provided by this section are primarily focused within the public right-of-way encompassing rain gardens, vegetated medians, and street trees. The stormwater and median maintenance program is responsible for the maintenance of approximately 580 public rain gardens, 200 vegetated medians, and 16 acres of vegetated right-of-way. Our division is currently seeking a leader who is interested in an exciting career opportunity to lead a small team of regular and seasonal employees in the day-to-day maintenance of the public rain gardens.

This position provides an opportunity to lead others and work outdoors in a fun and rewarding team environment. The purpose of the field crew lead position is to perform, organize, and oversee standardized routine maintenance activities of the public vegetated stormwater facilities program per our City’s Municipal Stormwater Permit. Functions as field lead at the job site(s), documents and tracks program activities, assists with program outreach efforts, and represents our program at community events. Maintenance activities include ensuring visual clearance for the transportation system, mowing, weeding, sediment removal, facility enhancement including replacement materials and planting, light tree trimming and landscaping, irrigation repair, integrated pest management, and storm and emergency response. Collaborates with Eugene Public Works staff to fulfill community goals around clean water initiatives and public safety within our public green spaces.

This position may be required to shift work schedule, including hours and days, throughout the course of the year. Requirements to work weekends, swing shifts, or 4-10's are all possible. Positions assigned to a swing shift schedule receive an additional $.80 per hour in shift differential.

Provides lead direction to other Park Specialists and seasonal workers at a work site and assists lead worker in overseeing maintenance work at multiple sites.

Prioritizes and schedules workload daily for specialty landscape, medians or public stormwater facilities.

Monitors the operation of irrigation systems to ensure that watering schedules are suitable for varied turf grasses and plants, soil conditions, and current weather conditions.

Under direction of a licensed individual, may perform low voltage irrigation wiring associated with irrigation systems.

Inspects, organizes and performs activities related to addressing cleanup of debris associated with illegal camping, litter, debris dumping, and graffiti abatement within public green spaces and parks.

In addition to operating and maintaining equipment listed in the Park Specialist 1 and 2 classifications, operates and maintains backhoe, front-end loader, tractors, dump trucks, other construction equipment, large mowing equipment, power tools, and specialized equipment to maintain facilities and grounds.

Oversees the preventive maintenance of equipment assigned to a crew to ensure that it is safe and in operable condition.

Assures work is performed according to established safety practices and procedures. Directs and performs set-up of traffic control devices and procedures at a job site to provide safe working conditions and public safety.

Other duties may include:Operates computers and uses programs to prioritize work orders; order supplies and materials, and track expenses; assists in the development of project budgets; and works with vendors to purchase materials.

Provides coaching, training, and instruction in parks and open space techniques, use and care of equipment and tools; reviews the work of crew members as to standards and assesses skill development of crew members; provides input to performance reviews; may develop training exercises for tasks and equipment operations.

Actively supports and respects diversity in the workplace and equitable service delivery to the community.

May act in capacity of Park Specialist 4 as assigned.

Performs other related duties as assigned.

A typical way to obtain the knowledge and abilities would be:

Experience:Four years of increasingly responsible experience in specialized grounds keeping, garden maintenance, nursery trade, irrigation systems, park and wetland, tree maintenance, open waterway and natural resource maintenance related to area of assignment.

License or Certificate :Possession of a valid Class A Commercial Oregon driver's license or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Preference may be given to applicants who possess the license at the time of application.

Possession of, or ability to acquire within 6 months, flagger certification.

Possession of, or ability to acquire within one year, Pesticide Applicator License with Herbicide Certification in the appropriate licensing category.

May require additional technical and/or specialized certification(s) to perform the assigned duties.

The Ideal Candidate will possess the following knowledge, skills and abilities:

Knowledge of:Park maintenance principles, practices, and equipment involved in the area of assignment. Methods and practices of skilled garden and landscape maintenance. Basic principles and practices of horticulture.

Methods and practices, including safety protocols, used in the maintenance of public restrooms. Equipment, tools, materials, supplies, and practices involved in the maintenance of grounds, landscape, playgrounds, and related facilities. Safe and effective operating practices of light and heavy equipment used in park maintenance. Safe temporary traffic control principles, standards, and implementation.

Safety precautions and the ability to identify hazards. Computer and applicable computer programs.

Ability to:Perform skilled parks and natural area maintenance work in the area of assignment. Read and interpret equipment instructions, maps, and plans.

Select, propagate, and care for native and ornamental plants.

Read and interpret temporary traffic control rules and plans and implement devices correctly and safely.

Instruct and lead others in parks and open space maintenance practices and methods.

Follow, monitor for, and teach all internal policies, protocols, procedures, and safety requirements. Plan and organize the work of others.

Work well with other employees and the public. Communicate effectively and courteously with City employees and the public and establish effective working relationships.

Utilize various kinds of mobile and desktop software to find, track, and organize information.

Perform strenuous physical work outdoors in varying weather conditions and frequently in confined spaces and uncomfortable conditions. Provide and wear personal protective equipment as required.

Operate, repair, and maintain complex hand and power tools, machinery, instruments, and construction equipment.

Be available and respond for emergency call-back as needed and carry the POS weekend standby phone.

What to Expect from our Selection Process:
