Job Description

Shift Commander/Battalion Chief

GENERAL PURPOSE:

The purpose of this position is to coordinate all fire suppression, rescue, and emergency medical services activities of all companies and stations on an assigned shift; function as shift commanding officer and ensure effective compliance with departmental policies and directives; assign, oversee and/or participates in extinguishing and preventing fires, providing emergency medical services, training, public fire education, fire prevention activities, and other related duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Plans and oversees the daily activities (emergency and non-emergency) of a shift involving stations, firefighting, and EMS companies; enforces established departmental guidelines and regulations. Holds regular meetings with personnel within areas of responsibility.

Responds to fire alarms and emergency calls; provides incident command as first arriving officer until relieved by a chief officer. Responsible for following appropriate rules, policies, and standard operation practices (SOPs) and ensuring safety practices are followed, evaluating situations, deciding on appropriate actions, and allocating resources. Assists higher-level officer(s) as required.

Oversees and/or participates in fire suppression/rescue/medical aid activities as required; guides crew during incidents.

Oversees and/or participates in the operation of various equipment dealing with fire control, rescue and extrication, medical, and HAZMAT situations as required.

Oversees and/or participates in fire cause investigations; assesses the need for expertise of a senior officer or Fire Marshal. May do a preliminary investigation of the incident (such as fire origin); may testify in court if required.

Maintains discipline within assigned stations and companies to ensure that rules, policies and standard operational procedures (SOP's) are followed, and to ensure that team members operate safely and efficiently.

Plans and oversees the maintenance of fire stations and grounds.

Plans and oversees the preventative maintenance, care, operation and upkeep of fire apparatus, tools, and equipment, inspections, and routine maintenance of equipment; assigns work; schedules repairs.

Compiles reports and tracking lists such as incident reports, rosters, maintenance and inspections, equipment and supply orders, training reports, and daily work plans; creates special reports as needed; maintains Standard Operational Manual.

Schedules, oversees, and/or participates in the inspection of businesses; develops pre-fire plans for businesses.

Evaluates skill level of assigned staff; provides training and conducts drills. Allocates people resources according to skills and training. Maintains training log.

Provides general and specialized training to career and paid-on-call personnel; attends/participates in cross-training personnel. Oversees and participates in fire drills. Prepares and coordinates fire drills.

Participates in the performance evaluation of staff under command.

Evaluate or oversee probationary firefighter training and company officer development candidates during a specific time frame.

May participate in the hiring process.

Evaluate the competency of personnel assigned to the station, including regular and temporarily assigned personnel.

Maintains budget and has spending authority for assigned responsibilities.

Participates in development of assigned budget and monitors expenditures as per the Village of Plover financial policy.

Has program responsibilities as assigned.

Oversees and/or instructs the public in fire prevention methods.

Performs other duties as required.

MINIMUM QUALIFICATIONS:

Associate degree in fire science, public administration, or a closely related field. Five (5) years of fire service experience including at least two (2) years supervisory experience. The following are also required for the position:

Valid Driver’s License

Nationally Registered Paramedic

Firefighter II Certification

National Incident Management System (NIMS) Incident Command System (ICS) 100, 200, 700, and 800 Certifications

Hazardous Materials Operations Certificate

Driver/Operator-Pumper Certification

Fire Officer I Certification

PREFERRED QUALIFICATIONS:

BLS Instructor

Fire Inspector I

Fire Officer II

Fire Investigator Certification

ICS 300

Driver/Operator-Aerial Certification

Emergency Services Instructor I Certification

The physical demands are representative of those that must be met by an employee to successfully pass the job function test required for employment.

WORK ENVIRONMENT:

Ability to work under conditions where exposure to environmental factors such as temperature variations and extremes, odors, toxic agents, violence, noise, machinery, electrical current, wetness, disease, and or dust, may cause discomfort and where there is a risk for injury.

Job Type: Full-time

Pay: $73,000.00 - $83,000.00 per year
