JOB TITLE: ASSISTANT DIRECTOR OF DEVELOPMENT SERVICES DEPARTMENTGENERAL STATEMENT OF JOB

Under the administrative direction of the Director of Development Services, the Assistant Director of Development Services provides operational, administrative, and regulatory assistance to the Director of Development Services through management of administrative details and special projects as directed. The incumbent performs the duties and activities to which attention must be given and assists in the development of operational procedures, serves as liaison between the Departments employees and the Director and serves as the acting Director during the Directors absence.

SPECIFIC DUTIES AND RESPONSIBILITIES

ESSENTIAL JOB FUNCTIONS

Assists in setting the strategic and operational direction of the activities of the Department. Provides leadership and supervision for subordinate supervisory, professional and administrative staff to optimize effectiveness, performance, and talent management.

Assists in the development, justification, and administration of the department budget and coordinates the development and administration of division budgets. Assists in directing the development and implementation of the Departments Capital Improvement Plan.

In concert with the Director, provides managerial direction to Division Managers and ensures coordination and consistency among staff. Trains, motivates, and evaluates assigned staff; provides or coordinates staff training; works with staff on performance issues; responds to staff questions and concerns.

Represents the Department internally and externally. Presents reports, recommendations, budgets, issues for resolution to department heads, mayor and commission, boards and private committees. May represent the Director at public meetings of citizens or special interest groups, and other public settings.

Keeps current in new developments in the assigned field through professional memberships, attendance at conferences, networking with other professionals, research and reading. Assists in the coordination of operational activities of the department with other city departments and outside agencies and boards.

Develops, reviews, and makes recommendations related to various documents, including financial and administrative policies, contractual agreements, resolutions and/or ordinances related to the building and planning divisions including studies, reports, and proposals.

Interacts with the city manager and other city directors concerning development services activities, assigned and on-going projects, and responds to questions in areas of specialty and expertise. Interacts with consultants, city commission, code enforcement special magistrate, planning board, and board of adjustment.

ADDITIONAL JOB FUNCTIONS

Performs other duties, as required.

MINIMUM TRAINING AND EXPERIENCE

Bachelors degree from an accredited college or university in planning, urban and regional planning, landscape architecture, or a related field with a minimum of six (6) years of related experience to include at least two (2) years of direct supervisory and senior management experience. Credit will be given to any equivalent combination of training and experience which provides the required skills, knowledge, and abilities to lead personnel and appropriate resources at the Assistant Director level. Ability to obtain membership in the American Institute of Certified Planners (AICP) within two (2) years of employment.

Computer literacy (word-processing, spreadsheets, reports.)

Possess a valid State of Florida driver's license.
