JOB TITLE: ASSISTANT DIRECTOR - STREETS & FLEET

IMMEDIATE SUPERVISOR: DIRECTOR OF PUBLIC WORKS

POSITION SUMMARY

The Assistant Public Works Director for Streets and Fleet operations is responsible for assisting the Public Works Director in the operation and maintenance of the Township’s roads, traffic signals, storm sewer system and fleet operations. This position works under the broad guidance and direction of the Director of Public Works. Work is generally performed during regularly scheduled hours and may involve additional hours as needed. This position is exempt under the Federal Fair Labor Standards Act.

ESSENTIAL FUNCTIONS

Provide supervision to Crew Lead positions and personnel assigned to the Streets and Fleet operations.

Maintain an updated short-term planned activity schedule in order to properly schedule work operations over a two-week period.

Develop long-term project planning and objectives and coordinate necessary personnel and equipment with other operations of the Department.

Review timesheets and time off requests to ensure accurate submittals for payroll.

Provide the Director with regular updates on employee performance to include recommendations for improvement.

Develop annual training program for all employees to maintain existing certifications, acquire new certifications and develop new skillsets, including IMSA certification and Department of Agriculture herbicide and pesticide certification.

Prepare a detailed monthly report on the activities of the Streets and Fleet operations.

Provide prompt responses to phone calls, emails and requests for information and utilize support staff and resources to effectively maintain a high degree of communication with internal and external requests.

Assist the Director and Township Engineer with the development of the annual Roadway Improvement Program and manage implementation to include communications, oversight of contractors and inspectors and resolution of issues.

Update the multi-year Roadway Maintenance Program as roadway conditions change, to include construction and utility project impacts.

Direct and manage the implementation of the Township’s MS4 program to include identifying correct location of all facilities and maintenance and inspection of all facilities, including stormwater ponds.

Develop the annual budget for the stormwater system to include in-house and contracted work.

Direct the proper operation and maintenance of all signalized intersections, including the school zone sign system, in accordance with approved traffic signal permits and all other applicable regulations.

Ensure the maintenance of all regulatory and non-regulatory traffic signs and markings in accordance with all applicable regulations.

Direct the maintenance of all vehicles and equipment, to include owned and leased vehicles.

Ensure adequate inventory of parts and equipment for vehicles and equipment.

Direct the proper implementation of the underground utilities locating system, to include current and accurate mapping, timely responses to ticket requests, and training of all employees to perform accurate marking of Township infrastructure.

Assess needs for fleet maintenance related equipment and make recommendations to the Public Works Director.

Oversee the fleet fueling operation including fuel levels, user management, fueling records and compliance.

Direct the winter road maintenance operation to include training for all operators, assigning the appropriate level of response for the weather event and supervising operations; maintain pre-storm and post-storm equipment and material inventory.

Update the annual Winter Maintenance Planning document.

Develop and implement the roadside vegetation management program to include the frequency of mowing and appropriate equipment settings.

Ensure required safety protocols are followed by all operators while operating equipment, vehicles and maintaining work zones.

Represent the Township at various meetings related to Public Works.

Perform other duties as assigned by the Director.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

Advanced knowledge of asphalt, storm sewer, snow removal, and mechanical repair.

Advanced knowledge of maintenance and construction techniques relating to highway operations, specifically those under the responsibility of the department.

Proficient knowledge of technical, engineering, and construction practices as related to street, storm sewers, and related projects.

Proficient knowledge of vehicles and equipment with respect to fleet operation, purchasing, maintenance, and repairs.

Advanced knowledge of federal, state, and local laws/regulations as they apply to department operations.

Ability to recognize, analyze, and investigate problems in a logical manner.

Ability to utilize creativity and adapt to a constantly changing work environment.

Ability to maintain a high level of decision-making.

Ability to perform technical research and prepare meaningful and concise written reports and present these reports orally if necessary.

Ability to develop and maintain effective working relationships with employees of the Township, vendors, contractors, consultants and outside agencies.

Ability to plan, organize and complete assigned tasks in a timely fashion.

Ability to organize and maintain records and files.

Ability to use the equipment listed below.

Ability to work independently and meet deadlines.

Possess strong leadership and organizational skills.

Flexibility to handle multiple Township projects and assignments simultaneously.

Ability to use GIS software, work order software, fuel management software and MS Office.

Advanced knowledge of applicable regulations, including safety standards.

QUALIFICATIONS

A Bachelor's degree from an accredited college or university in public administration, civil engineering, construction management or a closely related field.

Minimum five (5) years’ experience in municipal public works or a related field.

Supervisory experience in municipal public works or a related field.

Possess a valid Pennsylvania Driver’s License.

The Township takes into consideration any equivalent combination of experience and training which provides the required knowledge, skills and abilities to perform the essential functions of the position.

Job Type: Full-time

Pay: $80,000.00 - $85,000.00 per year

Schedule:

Monday to Friday

Weekends as needed
