Location: Albuquerque, New MexicoSummary:

This position is located with the Bureau of Indian Affairs, Southwest Region, Division of Indian Self Determination in Albuquerque, New Mexico. You will perform a full range of functions and provide technical assistance under Public Law 93-638.Responsibilities:Perform the full spectrum of complex contracting and granting functions from pre-award to closeout under Public Law 93-638.Serve as awarding official for the award, administration, and management of self-determination contracts and grants.Resolve Single Audit issues and prepare and execute Management Decisions.Review and approve payments and vouchers during the life of contracts and grants.Manage issues surrounding contract disputes, alternative dispute resolution, and appeals to contracts.Review and evaluate tribal administrative capabilities for effective management systems.Maintain close contact with each Tribal Employment Rights Office (TERO) for implementation and maintenance of Public Law 93-638.Provide training and technical assistance to Regional, Agency, and Tribal staff in the administration and management of self-determination contracts and grants.Requirements:Conditions of Employment:All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must meet time-in-grade requirements by the announcement closing date.Qualifications:EXPERIENCE AND EDUCATION REQUIREMENTS:GS-12: One year of specialized experience or equivalent, comparable to at least the GS-11 grade level in the Federal Service, involving complex contracting and granting functions under Public Law 93-638.GS-13: One year of specialized experience or equivalent, comparable to at least the GS-12 grade level in the Federal Service, involving delegated authority to award or approve contracts and grants under Public Law 93-638.Education:

This job does not have an education qualification requirement. Applicants may not substitute education for experience.Additional Information:All new hires earn the beginning salary of their pay grade (Step 1). The full performance level of this position is GS-13. Promotion potential does not constitute a commitment to promote the employee selected.Telework:

Duties of the position are suitable for telework with supervisor approval.
