Under the direction of the Assistant Vice President (AVP), the Small Business Compliance Manager ensures contracts comply with JTA and FTA contract compliance requirements and regulations. The position collects, reviews, and monitors contracts of prime contractors and subcontractors for compliance with JTA’s Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) program goals, contract assurances, prompt payment to subcontractor obligations, performance monitoring, and self-reporting of payments into the B2GNow compliance tracking system.Supervise staff administering the DBE/LSBE/SBE certification and recertification program and monitoring payments to prime contractors and subcontractors.Responsible for maintaining the B2GNow system, including data entry, performing analyses, and generating reports.Analyze JTA prime contractor and subcontractor contract agreements for compliance with DBE/LSBE/SBE program requirements and regulations.Responsible for generating reports such as the quarterly report to the JTA Board of Directors, quarterly report to the City of Jacksonville (FAC/PAC), and the semi-annual report to the Federal Transit Administration (FTA). Provide other reports as required or requested by the AVP.Perform contract audits and reviews for incomplete audits, discrepancies, closeouts/final, past due audits, and locked audits.Work closely with staff on data collection and tracking for the Workforce Development Initiative (Back-2-Work) program.Responsible for monitoring and responding to customer inquiries and B2GNow Help Desk Support Tickets.Ensure prime contractors self-report payments into B2GNow and abide by prompt payments requirements.Assist department staff with all special events that may be assigned to this office.Perform other duties as assigned.Minimum Qualifications:Bachelor’s degree in Business, Accounting, Public Administration, Finance, Economics, or related field, from an accredited college or university and 5 to 7 years of progressive, related experience working with community or business-related programs.Preferred Qualifications:Advanced degree.Transit or public transportation industry experience.Knowledge, Skills and Abilities:Actively demonstrate JTA’s Elements of a Leader, including being engaged, courageous, a good communicator, empathetic, a critical thinker, a team player, a strategic thinker, customer-focused, a change agent/innovative, inspirational/high energy, accountable, and having integrity.Knowledge of DBE rules and regulations (including 49 CFR Part 26) and policies, including applicable reporting requirements, and SBE requirements.Knowledge of principles of management, supervision, training, and performance evaluation. Knowledge of Oracle E-Business.Knowledge of modern accounts payable accounting procedures.Knowledge of administrative practices, methods, and procedures relating to research, recordkeeping, and related administrative support functions.Skill in analyzing and interpreting financial information, contract specifications, contract compliance programs, and reconciling accounts and statistical data.Demonstrated speed and accuracy with data entry and general keyboarding.Strong organizational and time management skills.Proficient with Microsoft Office Suite, including advanced functions in Microsoft Excel, Word, and PowerPoint.Effective communication skills, both orally and in writing, with employees of all levels within an organization.Ability to read, interpret, and apply various laws, policies, and documents relating to programs.Ability to compile data, prepare reports, and compose correspondence.Work Environment/Physical Demands:The Small Business Compliance Manager is an in-office position requiring collaboration with colleagues and interaction with customers. The incumbent may be required to work extended hours, including nights, weekends, and holidays, to respond to emergencies or to meet operational needs.
