Classified (Full-Time with benefits)Performs professional-level work in transportation planning for LHMPO assisting in a variety of projects related to rural transportation plans and programs, transportation studies, transit service planning, and related work as apparent or assigned. Work is performed under the limited supervision of the Metropolitan Planning Organization (MPO) Director.MINIMUM QUALIFICATIONS:Bachelor’s degree in engineering, transportation planning, or closely related field and moderate experience in transportation governmental planning, capital improvements, and/or project planning and management; or equivalent combination of education and experience.SPECIAL REQUIREMENTS:Valid State Driver’s LicenseESSENTIAL FUNCTIONS:The requirements listed below are representative of the knowledge, skill, and/or ability required and are subject to change as needs and job requirements change. Reasonable accommodation may be made to enable an individual with disabilities to perform the essential functions.Assist with preparing, submitting, and monitoring Federal and State grant funds and funding allocations to ensure funds are expensed in accordance with grant agreements, ADOT contracts, and federal and state laws.Assist with developing and implementing an effective Unified Planning Work Program approved by ADOT and FHWA.Reviews and interprets complex planning documents.Conducts research and prepares written communication and reports regarding projects and activities.Conducts public transportation planning and studies.Assists with the development and maintaining the Regional Transportation Plan.Coordinates and executes transportation plans with City, County, State, and Federal Officials.Prepares and executes contractual documents; prepares and submits reports.Updates and reports all federal and state-required documents.Attends meetings as needed to represent the LHMPO.May conduct public meetings in accordance with Arizona Open Meeting Laws.Develops, coordinates, and facilitates presentations to the general public and outside agencies.Assist in the preparation of the LHMPO budget and monitor expenditures.Provides technical assistance and customer service to local partners to ensure compliance with appropriate governmental regulations.Operates and maintains motor vehicles or other work-related equipment requiring a valid driver’s license.KNOWLEDGE, SKILLS & ABILITIES:Thorough knowledge of applicable federal and state laws, codes, and regulations pertaining to MPO and/or regional planning, development, and community general plans; ADOT local governments manual; procedures and techniques for evaluating technical operations and compliance issues; budget preparation and expenditure control; land use regulations and zoning codes; principles and practices of project management; environmental planning; economic development; and long-range planning and zoning; research techniques for land use trends and regulations; computer hardware; graphic & digital mapping display techniques and topographic mapping.Skill in the use of personal computers, associated software packages, hardware, and peripheral equipment; skill in applying the principles, best practices, and procedures of functions managed; skill in developing, implementing, and enforcing policies and procedures, skill in reviewing and analyzing information and giving presentations; skill in analyzing and interpreting statistical data; skill in communication and interpersonal skills as applied to interaction with coworkers, supervisors, the general public, etc.Ability in interpreting technical documents and map specifications; collecting, tabulating, organizing, evaluating, analyzing, and presenting data and information; presenting technical information to the general public, boards, commissions, and elected officials clearly and concisely; reading, interpreting, understanding and applying planning standards and procedures, applicable federal rules and regulations, city policies and procedures; working under the pressure of deadlines, establishing and maintaining cooperative working relations with employees, officials, other agencies and the general public; operating a personal computer and utilizing a variety of business software; effective oral and written communication.PHYSICAL DEMANDS AND WORKING CONDITIONS:This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing and using hands to finger, handle or feel and occasionally requires standing, walking, sitting, climbing or balancing, stooping, kneeling, crouching or crawling, reaching with hands and arms, tasting or smelling, pushing or pulling and repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions and exposure to extreme heat (non-weather); work is generally in a moderately noisy location (e.g. business office, light traffic).
