About the division:The Strategy, Policy, and Innovation division (SPI) of the Health Care Authority (HCA) is statutorily directed to study all state-purchased health care, alternative health care delivery systems and strategies for the procurement of health services, and to coordinate state agency efforts to develop and implement uniform policies across state purchased health care programs. SPI serves as the focal point for coordinating the agency’s strategy, affordability, and health policy efforts. The division is structured to provide expert direction, consultation, and support for these activities. SPI is responsible for driving policy design, development and implementation of health reform, and health transformation activities and program development and refinements for all programs.

About the position:The Senior Project Manager oversees high-priority, cross-agency projects within HCA, leading teams and managing all aspects of project planning, staffing, risk management, and reporting. This role provides expert guidance in project management, consults with leadership and stakeholders, and ensures alignment with organizational strategies. The division leads initiatives to improve health outcomes and reduce costs across Washington State, managing the Medicaid Transformation Project and coordinating with partners such as the Department of Health and Social Services. The position plays a key role in health care policy development, focusing on equity, transparency, and innovative approaches to healthcare purchasing.

This position is eligible to telework but is occasionally required to report on-site to meet business need.

The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. Frequency of onsite work will vary based on business and operational needs. HCA may choose, but is not required, to support out-of-state telework on a case-by-case basis.

Duties

Some of what you will do:

Utilize advanced management skills, organizational leadership, and understanding of HCA’s business and technical concepts to ensure timelines and deliverables are achieved, issues are documented and resolved, and project risks are mitigated.

Develop, implement, and maintain project management plans and documents utilizing standard best practice project management processes, tools, and templates. Work closely with agency executives, sponsors, steering committees, project teams, contracted resources, and key stakeholders to develop and gain acceptance of these plans. Actively monitor, control, and manage projects daily throughout the full project life cycle.

Actively manage issues and risks, providing leadership in their identification, documentation, and resolution. Assess the magnitude of risks and work with the project team and sponsors to develop strategies to manage and mitigate them. Escalate items in a timely manner with sufficient information for decision-making.

Develop statements of work for deliverable-based contracts. Collaborate with vendors, Central Contracts Support, and federal entities (CMS, FNS) to ensure contracts meet all state and federal budget and contract rules.

Prioritize and handle all issues as Project Manager. Make decisions related to day-to-day operations, direction, procedures, communications, operational directives, organization, and project management. Assign team responsibilities and set critical goals, directions, and timelines.

Provide implementation coordination as outlined in the project charter, develop transition plans for project results turnover, and ensure coordination with other departments, staff, stakeholders, and community members. Coordinate and manage multiple projects simultaneously.

Develop and implement corrective actions as needed and keep Project Sponsors and oversight staff informed of progress.

Monitor and manage all project deliverables.

Determine the most appropriate project management methodology for each project, which may include Waterfall, Lean, Agile, Rapid Application Development, or other standard methodologies.

Serve as a subject matter expert on project management, providing consultation, technical assistance, and mentoring. Advise and direct projects not directly managed.

Qualifications

Required qualifications:

Qualifying candidates will meet

one

of the following criteria options:

Option 1:Bachelor's degree in related field and five (5) years of the required experience below

Option 2:Associate degree and nine (9) years of the required experience below

The required experience includes the following:

Completion of a Project Management Professional (PMP) certificate

Hands-on experience in managing projects in a wide range of subject areas (such as organizational change, facilities, service delivery, operational support, or IT)
