$120k - $130k per yearCardinal Point Captains, Inc. (CPC) is seeking an experienced and qualified Project Manager (PM) to join our team, leading our efforts to support the Environmental Protection Agency’s (EPA’s) research vessel, R/V Lake Guardian. CPC is responsible for the operations and maintenance of the research vessel, including support for the marine science performed aboard the vessel.The R/V Lake Guardian is a twin-screw ocean class research vessel of steel construction certified for Great Lakes Service. The vessel berths at the University of Wisconsin-Milwaukee School of Freshwater Sciences Marine Facilities dock in Milwaukee, Wisconsin, when not conducting survey operations throughout the Great Lakes.The R/V Lake Guardian is fitted with navigational, laboratory, mechanical equipment, computer systems and satellite internet connectivity. The facilities support the EPA’s primary mission of gathering data to assess status and trends of Great Lakes water quality and ecosystem health via sampling of Great Lakes water, sediment, and lower food web organisms.Duties and responsibilities include, but are not limited to:Manage the daily execution of EPA contract requirements to ensure that cost, schedules and performance goals are achieved.Foster a positive, professional workplace culture among the vessel crew, providing leadership and guidance to the employees as needed.Work mainly from your home office, but ride the boat for a week at a time every few months to ensure efficient operations and provide leadership for the vessel crew.Develop and implement corrective action plans when deviations from budgets and/or schedules are evident.Assure contract requirements are satisfied in accordance with appropriate Government regulations and Company policies and procedures.Prepare for and participate in contract/subcontract negotiations.Manage personnel recruiting and retention efforts, including new job postings, hiring of new employees, and performance reviews for existing employees.Track contract and awarded Task Order financials, especially burndown analysis.Prepare and submit Monthly Progress Reports.Manage employees’ purchase and travel requests through the appropriate contract’s approval workflow.Review weekly timecard submittals by employees to ensure timely, accurate record keeping.Source and manage vendors and sub-contractors necessary to support vessel repairs and purchases.Regularly check-in with clients to ensure continuous improvement of the company’s efforts and support.RequirementsBachelor of Science Degree in Engineering, Marine Sciences, or related field and eight years of marine project engineering or project management experience; or have the equivalent of 15 years of experience related to the performance requirements listed in this job description.Capable of interacting effectively with the EPA Contracting Officer Representative and Contracting Office and other technical and management personnel;Must have a strong attention to detail, including scheduling, financials, weekly timesheets, purchase approvals, and financial tracking.Must have seven (7) years of marine experience on the U.S. Great Lakes, procuring berthing, fuel, and repairs.Experience in the negotiation and administration of contracts for ship construction or overhaul, experience in the inspection of ship overhaul work, and experience in the preparation of contract work specifications and cost estimates for the repair, overhaul, conversion, and/or construction of ships.Highly proficient in MS Excel, including pivot tables and building advanced formulas.Must be extremely responsive to customer queries and feedback.AAP/EEO StatementCPC is an EEO employer.
