Hybrid role - will be on-site 3 days a week.The City of Phoenix, Street Transportation Department is seeking 1 Lead Business System Analyst (LBSA) contractor to provide the Streets Department with system analysis services including creating dashboards and running reports.The ideal candidate will possess a strong familiarity with conducting systems analysis and design studies, creating dashboards of computer information systems, and generating customized reports to display data in a clear and easy format. Additionally, the individual selected for the position will need to help the IT & GIS Project Manager & Coordinator, and the Continuous Innovation Special Projects Administrator with their critical projects task assignment including analyzing data, exporting data, and creating data display of different formats. The Department has multiple Divisions, so collaboration with different divisions staff, communications, customer service, and leadership will be emphasized. Along with these critical skills, the ideal candidate will need to be able to perform the essential job duties outlined below.Essential Job Duties

Provides problem analysis support to diagnose and remedy problems in operating procedures, computer hardware, software, and application programs.Conducts systems analysis and design of enterprise business system applications and prepares concept and design specifications for complex or broad functional applications.Provides testing plans, user stories, and testing documents.Facilitates joint business or technical staff analysis and design working sessions, and communicates with the users, management staff, and business owners.Provides guidance for significant phases of system applications such as planning, design, testing, and implementation.Coordinates the work of professional, admin, technical, and nontechnical staff.Prepares preliminary and long-range plans and creates project documents.Analyzes, documents, and assists in publishing and maintaining administrative and system standards in conformance with IT industry standards.Establishes and reviews procedures and evaluates new or revised applications to ascertain that standards are being maintained.Determines needs and develops dashboards to provide at-a-glance views of KPIs, business processes, projects, and other data.Prepares reports of study results and evaluates benefits, improvements, and innovation.Provides in-depth and comprehensive analysis and evaluation of Unifier data, including Business Processes, Cash Flow, Cost Sheet, P6 Summary Sheet, Project History, Shells, Space Utilization, and Vendors.Creates projects, data sets, data flows, and data visualizations.Preferred Qualifications

Please only submit candidates with this relevant experience.Unifier experience or familiarity is a plus!Experience configuring Unifier for Oracle Construction Intelligence Cloud (CIC) Analytics Primavera Unifier Application.Experience setting up different data components for analytics.Experience publishing Unifier data and running ETLs to load projects in Oracle CIC analytics.Knowledge of flow charting, data modeling, process modeling, form design, and control procedures.Knowledge of methods of structured system analysis and design, and information engineering.The ability to write functional and technical requirements, business case analysis, and technical writing.Five years of experience in systems analysis, configuration, and testing of enterprise applications and a bachelor's degree in business or computer science.Excellent verbal and writing communication skills.Special Requirements
