The Mission of Native American LifeLines is to promote health and social resiliency within Urban American Indian communities. Native American LifeLines applies principles of trauma informed care to provide culturally centered behavioral health, dental, outreach and referral services.

AGENCY OVERVIEW

Native American Lifelines Inc. (NAL) is a small nonprofit community-based agency in Baltimore, MD, with an additional service location in Boston, MA. NAL serves American Indians/Alaskan Natives, primarily providing health education, health promotion, case management, substance abuse counseling, dental services, transportation, and support groups.

NAL has an annual operating budget of approximately $2.4million, a staff of 10-15 full time employees, various contractors and 3-5 behavioral health intern/externs. Our program is part of a network of 42 Urban Indian Health Organizations nationally and a member of the National Council of Urban Indian Health. NAL’s substance use & mental health outpatient treatment program is accredited by the Commission on Accreditation of Rehabilitation Facilities (CARF).POSITION SUMMARY

Native American LifeLines is searching for a dynamic, motivated, and innovative clinician to assist in building out substance use prevention and intervention services for American Indian and Alaska Native people in Baltimore and Boston. The Substance Use Disorder Program Manager provides leadership, supervision, and oversight for the program. This role will re-establish, develop, and implement programming that ensures high quality, culturally attuned care to relatives (clients) seeking substance use disorder supports. The SUD Program Manager must be familiar with Maryland administrative codes as well as federal, state, and county regulations and must also be willing to learn and uphold the regulations of the Indian Health Service as well as the Massachusetts. This role will work closely with our Mental Health, Case Management, Community Wellness, and Leadership teams to ensure that indigenous values and culture are interwoven throughout the delivery of treatment programs, creating environments that uniquely foster recovery and healing for eligible American Indians and Alaska Natives.

The Substance Use Disorder Program Manager will eventually provide clinical supervision, training, and mentorship to staff holding CAC-AD, ADT, and CSC-AD licensure and other positions that support the Substance Use Disorder Department.

ESSENTIAL DUTIES

Assist leadership in identifying best practices and innovative work systems

Demonstrate clinical knowledge, ethics, and awareness surrounding crisis intervention and standard clinical practice

Facilitate and/or co-facilitate weekly Multi-Disciplinary Case Staffing Meetings (Case Consult)

In addition to group supervision, the SUD Program Director will provide Individual Supervision to Substance Use Disorder Professional Trainees and/or Substance Use Disorder Professionals who may require additional guidance (collaboration between clinician and clinical supervisor)

Ensure clinical documentation policies are upheld for all practitioners in the department

Conduct bi-monthly quality assurance chart reviews (internal audits) to ensure each provider remains in compliance with governing and licensing agencies. Utilization review of all clinical records to ensure all consumers are receiving adequate treatment and care to address diagnosis/diagnoses. Utilization review will be conducted during weekly clinical staffing, review of diagnosis/diagnoses, review of Individual Service Plan (ISP) to ensure appropriate intervention(s)/treatment(s) are being applied to address identified goals, and measurable outcomes are being demonstrated

Provide clinical oversight for imminent and/or unusual situations pertaining to client care

Program Management and AdministrationResponsible for developing and implementing completely new Substance Use Disorder programming and treatment options

Work closely with the Executive Leadership Team to build out a development and funding strategy

Establish and maintain positive relationships with funding, referral, and regulatory agencies

Maintain accurate census, management program budget, and ensure adherence during the fiscal year

Coordinate with human resources to recruit, hire, and orient new staff

Maintain full licensing, accreditation, credentialing, and certifications as appropriate

Be able to engage with various resources and agencies in both Maryland and Massachusetts (including the respective Departments of Health and substance use bureaus for each state)

Create clinical policies, procedures, and protocols to ensure appropriate clinical processes are being met

Community Outreach and EnrichmentSupport our Community Wellness team in the creation of outreach and community education programs related to Substance Use Disorder prevention and intervention

Support organizational and community outreach at events

Share in the planning of quarterly health-focused events and community outings, in addition to therapeutic and psychosocial groups

EDUCATION AND/OR EXPERIENCE

Minimum RequirementsExperience: 4 years experience with at least 2 years of supervisory experience

Bachelor’s Degree with CAC-AD Supervisor License, or;

Master’s Degree with LCADCS

TELEWORK/REMOTE WORK

This position is eligible for limited telework after 90 days, or situationally as determined by leadership. Some travel between NAL service locations in Baltimore and Boston is required. All work-related travel will be paid for by NAL.

HOURS:

Business hours are Monday - Friday 9am – 5pm. Leadership and salaried professionals should expect to work between 40-45 hours weekly. Some evenings and weekends are required, particularly around community events, therapeutic groups, and evening therapy sessions.
