Job Summary:

The Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP) is looking for a Subcontracts Administrator at the Pueblo, CO location. This position will report to the Subcontracts Manager at the PCAPP project. The Subcontracts Administrator will administer small and moderately complex subcontracts. The chosen candidate maintains a continuing review of the progress of each subcontract and provides management with information regarding any financial, legal or technical difficulties. Additionally, prepares change orders and amendments, negotiates with subcontractors and customers to obtain settlement. Reports to and receives operational guidance from a (Sub) Contract Manager or (Sub) Contract Administrators.

This PCAPP position falls under the scope of the McNamara-O’Hara Service Contract Act of 1965 (SCA). The SCA requires PCAPP to provide employees with benefits and wages no less than the amounts the Department of Labor has established for the location and classification in which the employee will be working.

This is a short-term assignment with a 4-10s schedule. The work hours are from 6:30 am – 4:00 pm Monday – Thursday, and 6:30 am – 3:00 pm every other Friday. This position may require additional overtime hours as deemed necessary.

Major Responsibilities:

Level 1

Acts on own initiative on assigned subcontracts of moderate value and complexity for the planning, formation, bid, evaluation, award, administration, and closeout.

Analyze the subcontract's general terms and conditions to highlight areas of risk such as ambiguities, conflicts, or deviations from the scope of work.

As work proceeds, make recommendations to the Project Subcontracts Manager on the mitigation of these risks; closely monitor and support remedial actions and recommend appropriate tradeoffs.

Responsible for the appropriate mechanisms to monitor compliance with subcontract terms and conditions.

Responsible for the development and management of a procedure to recognize and identify subcontract claims as they develop and manage the timely resolution under the change’s provisions wherever possible, obtaining claims and legal expertise as appropriate.

Prepare written negotiating plans and conducts negotiations as required during the evaluation, award, and administration phase, to include the negotiation of post-award changes.

Exercises execution authority within signatory authority.

Coordinates with designated staff on operational activities affecting contractual rights and obligations, subcontract performance, subcontract administration, and other matters.

Maintains relationships with bidders and subcontracts personnel to resolve specific project problems, to be aware of current market conditions, and to inform bidders and subcontractors, when necessary, of the overall project requirements.

Administers routine and moderately complex subcontract changes through the development of a written negotiation plan and conducting negotiations with subcontractor personnel to arrive at a fair and reasonable settlement.

Represents Bechtel in contractual discussions of routine and moderate complexity.

Administers information programs to ensure mutual understanding of subcontract terms and conditions.

Prepares periodic status reports for management and client personnel.

Level 2

Acts on own initiative on assigned subcontracts of increasing value and complexity.

Develops and issues subcontracts and services agreements as assigned.

Prepares bidders’ lists and pre-qualifies bidders.

Forms bid request packages and issues bid request packages to approved bidders.

Coordinates bidders’ questions and answers to those questions.

Receives bids and evaluates bids commercially.

Prepares Commercial Bid Summary and recommendations.

Recommends and secures approvals in accordance with established procedures.

Prepares subcontract documents for execution.

Prepares and organizes assigned meetings, such as pre-bid, bid clarification and pre-award meetings, for the purpose of ensuring complete understanding and agreement between Bechtel, the customer and contractor on all contractual matters.

After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes delineating important statements, required actions and schedules.

Education and Experience Requirements

Level 1

Bachelor’s degree in business administration, Supply and Logistics Management, or similar discipline with 2 years of experience in subcontracts, purchasing, procurement, government property, and/or related experience; OR

In lieu of a degree, 5-6 years of experience in subcontracts, purchasing, procurement, government property, and/or related experience.

Level 2

Requires bachelor's degree in Business Administration, Supply and Logistics Management, or similar discipline with 2-5 years of experience in subcontracts, purchasing, procurement, government property, and/or related experience.

In lieu of a degree, 6-9 years of experience in subcontracts, purchasing, procurement, government property, and/or related experience.

Required Knowledge, Skills, and Abilities:

Skilled in working with and communicating effectively both orally and in writing with suppliers and other project functional groups.

Basic knowledge of Federal Acquisition Regulations, and applicable Agency Supplements.

Basic understanding of Governmental Contracts and the flow-down of applicable clauses and requirements.

Experience within a procurement environment.

Basic understanding of the applicable Corporate and global business unit policies and instructions, and Procurement procedures and guidelines that affect the work.

Proficient in organizing tasks for completion by an agreed upon deadline.

Basic understanding of services being acquired.

Knows how to deal professionally with suppliers and project personnel.

Good knowledge of general business practice, procurement and administrative procedures.
