This position is accountable for the planning, development, direction, administration, monitoring, and coordination of the Project Quality Plan for the Fiber Infrastructure and Metro Box Enclosure Installation Project including all quality aspects of the design, construction, and implementation.Responsibilities:Review and approval of the Contractor and Sub-Contractor quality programs, documents, and activities to ensure adherence to ISO 9000 quality standards in the application to planning, design, and construction elements of the project.Review of Contractor submittals and RFI’s for compliance with contract documents.Work with the Contractor Quality Manager for applicable witnessing of scheduled inspections and testing to ensure quality oversight of and compliance with all system/site installation and construction work.Issuance of Non-Conformance Reports; tracking and reporting NCR status via a log and other reporting documents.Audits and reports addressing the client and Contractor work to ensure compliance with contract requirements, Buy America and other government guidelines and regulations, and client policies.Management, reporting and tracking of the Contractor and client punch list and Site-Specific Completion Inspections.Schedule project quality meetings with each discipline as needed to ensure effective quality project controls are in place.Audits and reports on Buy America compliance by Contractor.Audits of field activities and file reports on a routine basis.Internal Audits of document management.Attend project management, safety and security, and quality meetings.Provide bi-weekly, monthly, and quarterly status reports (KPI’s).Oversight of Quality Inspector work assignments to ensure quality oversight of and compliance with all system/site installation, testing and construction work.Accountable as the client Quality Assurance (QA) for the Project.Fully familiar with Buy America Compliance.A staff member of the client Project Team and shall establish, implement, and maintain the Quality Management System.Shall serve as a liaison officer with the Authority and the Jurisdictional Authorities on matters relating to the Contractor’s quality system.Responsible for ensuring that the Contractors Quality Management System is effective in ensuring that the Contract requirements are satisfied.Candidate Specification:Bachelor's degree in electrical engineering, telecommunications, or equivalent and can be trained as a Lead Auditor in a Registrar Accreditation Board of the American Society for Quality (ASQ) approved course on the requirements of ISO 9001.Minimum 10 years of related experience including a minimum of 5 years in management positions for fiber optics, telecom, or construction environment; performing QA/QC management and auditing.Transit industry experience is preferred.Familiar with Procore, Microsoft Office Suite for Document Management.Working knowledge of reading design drawings / AutoCAD.Working knowledge of mobilization and closeout process.Excellent written and verbal communication skills.Equality, diversity and inclusionWe put equality, diversity and inclusion at the heart of our business, seeking to promote fair employment procedures and practices to ensure equal opportunities for all.
