This is advanced, specialized mid-level managerial work responsible for managing the activities of the Zoning Division of the Development Services Department. Work is specialized and technical in nature. Duties are performed in accordance with the City’s Land Development Regulations and Comprehensive Plan, and general policy guidelines, but wide latitude is given for responsible, independent judgment. Work includes extensive public contact, interaction with developers, engineers, architects, requiring the exercise of tact, good judgment and extensive knowledge of the laws and ordinances affecting zoning. Supervision is exercised over professional, technical and clerical subordinates.This is a mid-level managerial position, which reports to the Development Services Director and is responsible for directing, administering, and managing zoning activities and overseeing professional/technical employees engaged in providing interpretations and enforcement of the Florida Building Code and the North Miami Land Development Regulations Ordinances. An employee in this class is versed in the relevant zoning ordinances, and other pertinent local, state and federal laws, is able to think innovatively in supporting the business needs within the city and facilitate the development review process.Key Responsibilities:

Serves as lead staff in the evaluation of plans and specifications for community development projects to ensure conformance to applicable building and zoning regulations;Reviews and approves large scale building and Master Plans and applications for permits in the preliminary and final states of review to ensure compliance with applicable codes, laws and ordinances and advises applicants of required changes;Confers and corresponds with property owners, buyers, sellers, developers, engineers, architects, attorneys, contractors and skilled trades workers and the general public to advise them of the requirements and applicable regulations pertaining to property development affecting building and to hear code concerns to resolve complaints;Works closely with and serves as staff designee to the Board of Adjustment and makes oral presentations as lead staff during Board of Adjustment Public Hearings;Reviews and recommends text amendments in the sections of the Land Development Regulations that would further advance the City’s goals and promote sustainable growth and development;Drafts staff reports, ordinances, resolutions, and memos for the City Council consideration;Serves as Chair of the Development Review Committee;Reviews and evaluates site plan proposals as part of the overall site plan review process;Assists in the preparation of the departmental budget. Speaks as the subject matter expert at public hearings, workshops and civic meetings on topics such as zoning, land use, permitting, and development;Ensures the training/retraining and effective oversight of technical personnel and encourages maintenance of applicable certification in their respective fields;Performs related work as required.Minimum Requirements:

Bachelor's Degree in Architecture, Urban or Regional Planning, Construction Management, Business, Public Administration or a closely related field and a minimum of four (4) years’ experience interpreting and enforcing zoning or building regulations, and reviewing construction plans determining adherence to codes, or ordinances. Must have at least (2) years supervisory experience.Additional Requirements:

A valid Florida driver's license.Extensive knowledge of national, state, and local laws, codes, ordinances and regulations regarding construction, alteration, and repair of buildings and other structures;Extensive knowledge of supervisory principles and practices;Ability to balance demand with limited resources in providing effective, efficient and economical services to City residents;Ability to read and interpret blueprints, plans, drawings, specifications, and diagrams and to determine conformance with established standards;Ability to supervise, plan, direct and coordinate the work of professional, technical, and clerical staff in the implementation of internal controls and operational policies and procedures;Ability to establish and maintain effective working relationships with City officials, other employees, professional groups, vendors, and the general public;Ability to communicate clearly and concisely, both verbally and in writing, to individuals and to groups;Ability to handle fast paced environment;Ability to operate an automobile.
