Description

An employee in this class enforces nuisance codes, unified development ordinance, environmental and minimum housing and building codes for the Town. Work involves interpreting, applying and explaining ordinances and codes to the public and working with owners to comply with the local rules and regulations. The employee is subject to inside and outside environmental conditions and extremely hot and cold temperatures. Tact, courtesy, and firmness must be exercised in dealing with the general public. Work is performed under the general supervision of the Planning and Inspections Director and is evaluated through conferences, review of reports and records, and citizen comments.

Examples of Duties

Essential Duties and Tasks

Reviews site plans, blueprints, and specifications and receives applications for permits; issues building permits.

Inspects building construction for compliance with building, electrical, plumbing, and mechanical codes.

May inspect buildings for compliance with the state fire code.

Advises contractors in interpreting and applying code regulations.

Notifies responsible parties of defects and re-inspects to determine if corrective actions have been taken; issues stop orders if necessary.

Enforces zoning codes and nuisance codes such as for overgrown lots, trash, signs, etc.; issues sign permits; works with property owners on timely mitigation; send letters; documents problems with photography.

Assists the public with general questions and issues including issues regarding CAMA and floodplain regulations, zoning, and code requirements.

Responds to complaints and investigates to ensure code compliance.

Maintains records of inspections, code violations and other issues and prepares necessary reports.

Communicates with citizens concerning code requirements.

Recommends judicial action and may be required to testify in court against violators of the codes.

Serves as liaison with the Town Historic District Commission and reviews all building modifications in the district.

Typical Qualifications

Knowledge, Skills, and Abilities

Considerable knowledge of State codes and local ordinances as applied to assigned construction projects for inspection.

Knowledge of Town zoning and nuisance codes and appropriate remediation strategies.

Knowledge of the application of information technology to work tasks and of general office technology.

Knowledge of the principles and practices and applicable laws regarding zoning and nuisance codes.

Skill in collaborative conflict resolution, teamwork and customer service excellence.

Ability to establish and maintain effective working relationships with the public.

Ability to enforce regulations tactfully and firmly.

Ability to establish and maintain accurate and thorough records.

Ability to interpret and apply local ordinances, rules, and regulations accurately and consistently with everyone.

Ability to enforce codes and ordinances with tact and firmness.

Ability to document and complete required records and reports.

Physical Requirements

Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, fingering, grasping, talking, hearing, and repetitive motions.

Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

Must possess the visual acuity to inspect details of construction, prepare reports, and do extensive reading.

Desirable Education and Experience

Associate degree from an accredited college in building construction trades and experience in nuisance abatement and building inspection enforcement; or equivalent combination of education and experience.

Special Requirement

Possession of a valid North Carolina driver's license.

Must be eligible for a Probationary Certification upon hire.

Level I certifications in all trades issued by the State of North Carolina or ability to obtain within the time frame specified and required by Town management.
